In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

It has funded over 700 initiatives, focusing on long-term impacts and collaboration across governments, UN agencies, and civil society.

Job Overview:
The Programme and Finance Analyst will support the UN Trust Fund ECA Regional Hub under the guidance of the Regional EVAW Portfolio Specialist. This role involves ensuring that the implementation of grants aligns with UN Women’s rules and regulations. The analyst will contribute to research, financial management, and program implementation, providing operational, administrative, and programmatic support. The position requires close collaboration with operations, program, and project staff in the ECA Regional Office and UN Women HQ to resolve complex finance-related issues and facilitate the exchange of information. The analyst will also assist in partner and stakeholder management, logistical support for events, and support civil society organizations and women’s rights organizations in their initiatives.

Duties and Responsibilities:
The Programme and Finance Analyst will undertake a variety of duties including: contributing to the administrative and logistical management of the UN Trust Fund Regional EVAW Hub; arranging all logistical, administrative, and financial aspects for meetings, workshops, and events; assisting in the preparation of the UN Trust Fund’s regional portfolio work plan and budget; developing standard operating procedures and guidelines; gathering and compiling data for documents and reports; coordinating calls for proposals and technical review committees; implementing financial strategies in compliance with UN Women regulations; monitoring partner agreements and financial reports; providing capacity development training to partners; preparing for audits and implementing recommendations; reviewing financial transactions and ensuring compliance; supporting the preparation of annual budgets and monitoring project expenditures; providing finance support to the Programme and Operations team; and assisting in programmatic collaboration and knowledge management.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Business Administration, Finance, Economics, or a related field. Alternatively, a Bachelor’s degree with an additional two years of qualifying experience is acceptable. The role requires strong analytical and quantitative skills in financial management and program implementation, as well as the ability to provide technical guidance on financial reporting and compliance. Candidates should have the capacity to synthesize data and draft high-quality analytical reports and presentations, along with strong IT skills and experience in using web-based management systems.

Educational Background:
A Master’s degree in Business Administration, Finance, Economics, or a related field is required for this position. Candidates with a Bachelor’s degree must have an additional two years of relevant experience to qualify. The educational background should provide a solid foundation in financial principles and management practices relevant to the role.

Experience:
The position requires at least 2 years of progressively responsible experience in program and finance management, including experience with ERP systems. Candidates with a Bachelor’s degree must have a minimum of 4 years of relevant experience. Experience in supporting the operational work of civil society organizations, particularly women’s rights organizations, is desirable. Familiarity with knowledge management, monitoring and evaluation, and organizing learning events is also beneficial.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and would enhance a candidate's profile.
