Job Overview:
The Programme Policy Officer (Gender, Protection & Inclusion Team Lead) is a pivotal role within WFP Syria, responsible for guiding and coordinating the integration of gender, protection, disability inclusion, and accountability to affected populations (AAP) across WFP’s programs and policies. This position is crucial in ensuring that WFP’s humanitarian assistance not only addresses immediate needs but also fosters empowerment, equality, and resilience among affected communities. The officer will provide strategic leadership and technical direction, ensuring that WFP’s interventions are people-centered, conflict-sensitive, and inclusive. The role involves close collaboration with field offices, technical units, and partners to strengthen institutional capacity and promote coherence between humanitarian responses and resilience-building efforts. The officer will also represent WFP in inter-agency coordination forums, driving partnerships and collective actions on gender equality and protection.

Duties and Responsibilities:
The Programme Policy Officer will be responsible for a comprehensive set of duties, including: conducting protection analysis for WFP’s programs, integrating protection and AAP throughout the program management cycle, coordinating knowledge management and ensuring gender-sensitive data collection, providing strategic advice for integrating WFP’s policies into operations, developing community engagement strategies, managing the Protection, Gender & AAP team, ensuring meaningful community engagement, coordinating complaints and feedback mechanisms, developing risk matrices and mitigation responses, supporting program management in gender equality and protection mainstreaming, advising on the integration of AAP and disability inclusion, building capacity among staff and partners, leading reviews following the Gender Equality Certification Programme, and representing WFP in relevant inter-agency coordination mechanisms.

Required Qualifications:
Candidates must possess a Master’s degree in disciplines such as Gender Studies, Social Sciences, International Relations, Human Rights, Political Science, Development Economics, or related fields relevant to WFP’s work. Alternatively, a first university degree with two additional years of relevant experience is acceptable. The role requires strong analytical and writing skills, the ability to facilitate discussions, and proficiency in Microsoft Office. Candidates should demonstrate initiative, flexibility, and excellent interpersonal skills, with the ability to work in a multicultural environment and manage competing priorities effectively.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Gender Studies, Social Sciences, International Relations, Human Rights, Political Science, Development Economics, or related areas. A first university degree combined with two additional years of experience is also acceptable. This educational foundation is essential for understanding the complexities of gender, protection, and inclusion within humanitarian contexts.

Experience:
Candidates should have at least three years of postgraduate professional experience in areas related to accountability to affected populations, protection, disability inclusion, and gender issues in humanitarian contexts. Experience working in emergency assistance and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security with UN agencies or NGOs is preferred. The role requires a proven track record in integrating protection and gender analysis into programmatic cycles, capacity building, and managing multi-functional teams. Previous experience with WFP or similar organizations is advantageous.

Languages:
Fluency in both verbal and written English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication and collaboration in diverse environments.

Additional Notes:
The position is a Fixed Term contract (NOB level) for a duration of one year, based in Damascus. The role is full-time and requires the successful candidate to engage with various stakeholders, including government counterparts and community members.
