Job Overview: The Engineer will be a key member of the Engineering Unit within the Syria Country Office, reporting directly to the Lead Engineer and under the overall supervision of the Head of the Engineering Unit and the Deputy CountryDirector for Enabling Services. This role is crucial for managing various engineering projects, including design, construction, and contract management, to support the operational needs of WFP in Syria. The Engineer will be responsible for ensuring that projects are executed efficiently and effectively, aligning with WFP's strategic objectives and humanitarian goals. The position requires a proactive approach to project management, including conducting feasibility studies, overseeing construction activities, and ensuring compliance with safety and quality standards. Duties and Responsibilities: The Engineer's primary responsibilities will include managing engineering projects from inception to completion, which encompasses planning, design review, procurement processes, and supervision of construction activities. Specific duties will involve conducting field visits to assess project proposals, ensuring that they are technically feasible and aligned with WFP's objectives. The Engineer will prepare and review designs, drawings, and contract documentation, as well as maintain comprehensive records of project activities, including correspondence, inspection data, and financial records. Additionally, the Engineer will liaise with local authorities to secure necessary approvals and coordinate project activities. The role also includes evaluating ongoing projects, providing recommendations for improvements, and certifying payments related to construction work. The Engineer will mentor junior engineers, fostering a collaborative and supportive work environment, and will undertake any other duties as assigned by the Head of the Engineering Unit.
Required Qualifications: Candidates must possess an advanced university degree in Engineering, Architecture, or a related discipline. Alternatively, a first university degree in Engineering with additional relevant work experience is acceptable. Candidates should hold or be eligible for accreditation as a Professional Engineer or Chartered Engineer by a recognized national or international authority. Strong communication and coordination skills are essential, along with a solid understanding of engineering design principles and practices. Experience working with diverse stakeholders, including government entities and partner organizations, is highly valued. Proficiency in AutoCAD 2D and Microsoft Office applications is required, as these tools are integral to the role.
Educational Background: The position requires an advanced university degree in Engineering or Architecture, or a first university degree in Engineering accompanied by significant relevant work experience. Candidates should have a strong academic background that demonstrates their capability in engineering principles and practices, as well as eligibility for professional accreditation in their field.
Experience: A minimum of three years of post-graduate professional experience in civil engineering is required for candidates with a Master's degree, or five years for those with a Bachelor's degree. Experience in managing or contributing to small to medium-scale engineering construction projects is essential, along with a demonstrated ability to make informed engineering decisions. Familiarity with the humanitarian sector is considered an asset, as it provides valuable context for the challenges faced in project implementation.
Languages: Fluency in both oral and written communication in English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an advantage, as it can enhance communication with diverse stakeholders and partners in the region.
Additional Notes: This position is a Service Contract (SC9) with a duration of one year, based in Damascus, Syria. The role is full-time and requires the selected candidate to be available for immediate engagement.
