In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The National Consultant – Rapporteur will support the National Lead Consultant in documenting the Collective Leadership Dialogues (CLDs) at the district level as part of the THRIVE project implemented by UN Women. This role involves preparing district reports, developing a documentation strategy, and ensuring the quality of deliverables. The consultant will work closely with another Rapporteur and the National Lead Consultant, focusing on documenting the proceedings of dialogues and follow-up workshops. The role requires a strong understanding of gender issues, effective communication skills, and the ability to synthesize and analyze information clearly and effectively. The consultant will also be responsible for collecting and digitizing participant data, ensuring that all reports are written in English, and collaborating with other team members to produce cohesive documentation.
Duties and Responsibilities:
Develop a comprehensive documentation strategy that outlines the methodology for documenting the sequence of programs, including dialogues and follow-up workshops. This strategy should detail tools, sources of input, data storage systems, documentation outputs, timelines, and quality assurance measures.
Attend and document 05 Collective Leadership Dialogues (CLDs) in selected districts, drafting and finalizing district-specific reports.
Attend and document 05 follow-up workshops, drafting and finalizing district-specific reports for each workshop.
Collaborate with the other Rapporteur to produce consolidated reports for certain districts, ensuring that individual contributions are clearly documented.
Collect and digitize disaggregated participant data according to UN Women guidelines.
Submit all deliverables on time, incorporating feedback from UN Women to ensure quality and accuracy.
Required Qualifications:
Master’s degree in Communications, Gender and Development, International Relations, Public Administration, Law, Human Rights, or a relevant field in Social Science. A first-level university degree with 2 additional years of qualifying experience may be accepted in lieu of a Master’s degree.
Demonstrable previous experience as a rapporteur for similar events, with familiarity in gender equality and women’s empowerment issues.
Experience in preparing and drafting reports and knowledge products, as well as using digital tools for note-taking and transcription.
Strong report writing and analysis skills, with a commitment to maintaining confidentiality and ethical standards.
Educational Background: The position requires a Master’s degree in a relevant field such as Communications, Gender and Development, International Relations, Public Administration, Law, or Human Rights. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the Master’s degree.
Experience: A minimum of 1 year of demonstrable experience as a rapporteur for similar events is required. Candidates should have familiarity with key issues related to gender equality and women’s empowerment, as well as experience in preparing and drafting reports and knowledge products. Experience in using digital tools for note-taking, transcription, and formatting is also desired.
Languages: Proficiency in both written and spoken Tamil and English is mandatory for this position. This bilingual requirement is essential for effective communication and documentation in the diverse linguistic context of Sri Lanka.

The consultant may be required to travel as part of their official duties, with travel processed by UN Women according to their duty travel policy. Payments will be based on the achievement of deliverables, with reimbursement for mobile and internet bills, printing, and stationery costs subject to prior approval.
