Job Overview:
The Response Advisor for CARE's Darfur Hub plays a pivotal role in leading humanitarian efforts in one of the most challenging environments globally. This position is responsible for overseeing multi-sector interventions and ensuring that CARE's response is both rapid and scalable. The Response Advisor will work closely with various stakeholders, including UN agencies and local civil society organizations, to provide strategic guidance and ensure that the humanitarian response is effective and adaptable to the evolving crisis in Darfur. The role requires a balance of strategic vision and operational execution, with a focus on delivering life-saving programming and managing complex relationships.

Duties and Responsibilities:
  • Lead the design, planning, and implementation of humanitarian and early recovery response activities in the Darfur states.
  • Conduct multi-sector assessments to inform evidence-based program strategies.
  • Collaborate with the Head of Hub to update the Darfur response strategy based on emerging needs.
  • Prepare regular situation reports to guide strategic decisions and program adaptations.
  • Provide technical and management support to Darfur Hub teams on implementation, monitoring, budgeting, and reporting.
  • Ensure compliance with CARE’s quality standards and humanitarian accountability frameworks.
  • Facilitate effective coordination between sectoral teams for integrated assistance delivery.
  • Represent CARE in humanitarian coordination mechanisms, including clusters and working groups.
  • Build relationships with donors, UN agencies, INGOs, and local partners to enhance CARE’s visibility. 1
  • Facilitate cross-border operations and supply movements from Chad and South Sudan. 1
  • Support risk mitigation related to compliance, safeguarding, and aid diversion. 1
  • Promote a culture of integrity and accountability within the Darfur Hub. 1
  • Mentor and build the capacity of local staff to lead in complex environments.

Required Qualifications:
The ideal candidate for the Response Advisor position should possess strong leadership skills, with a proven ability to manage complex humanitarian responses. They should have experience in strategic planning and program management, particularly in emergency contexts. The candidate must demonstrate excellent communication and interpersonal skills, with the ability to build relationships with diverse stakeholders. A strong understanding of humanitarian principles and accountability frameworks is essential, along with the ability to navigate complex logistical challenges in a crisis environment.

Educational Background:
Candidates should have a relevant degree in international development, humanitarian studies, or a related field. Advanced degrees or specialized training in humanitarian response or emergency management are highly desirable. A strong academic background will support the candidate's ability to engage with complex issues and develop effective strategies for humanitarian response.

Experience:
The position requires significant experience in humanitarian response, with a minimum of 5-7 years in leadership roles within emergency contexts. Experience working in Darfur or similar challenging environments is highly advantageous. The candidate should have a track record of managing multi-sector programs and leading teams in high-pressure situations.

Languages:
Fluency in English is mandatory, with proficiency in Arabic being highly desirable. Knowledge of additional languages relevant to the region may be considered an asset, enhancing communication with local partners and communities.

Additional Notes:
This position is full-time and based in Darfur, with initial postings in Al Geneina or Zalingei, transitioning to Nyala. The role requires extensive travel within the region to oversee operations and ensure effective program delivery. The Response Advisor will be expected to adapt to the evolving humanitarian landscape and may take on additional responsibilities as needed.
