Job Overview:
The position of Local Consultant in Household Energy Policies is aimed at developing a comprehensive report on clean household energy and its health implications in Malawi. The consultant will collaborate with government specialists, the WHO team, and other experts to conduct a rapid assessment and stakeholder mapping. This report will estimate the population's exposure to household air pollution, evaluate social and economic factors influencing fuel choices, document historical and current policies related to household energy, and describe the role of health sectors in mitigating health risks associated with household energy use. The consultant will also conduct interviews and consultations with stakeholders to gather insights on policies for clean household energy and its health impacts, ensuring that the report reflects the socio-economic and cultural context of Malawi.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables: 1) Preparing an executive summary of the clean household energy and health report, including data templates and stakeholder mapping by 31 October 202
  • 2) Supporting the arrangement of meetings with key government agencies and stakeholders for an in-country workshop, contributing to information sessions and stakeholder meetings. 3) Completing stakeholder mapping and conducting interviews with key stakeholders, incorporating results into the draft report by 14 November 202
  • 4) Finalizing the report by incorporating feedback from the WHO technical team and submitting the final report by 28 November 202
  • The consultant will work closely with WHO and government specialists throughout the process, ensuring that the report is comprehensive and reflective of Malawi's context.

Required Qualifications:
The position requires a degree in public health, public policy, energy, or environmental health sciences as essential qualifications. A master's degree in these fields is desirable. The consultant must have at least five years of experience in developing or evaluating energy policies and programs, particularly in Malawi. Experience in conducting needs assessments, stakeholder mapping, and modeling policy scenarios is essential. Familiarity with WHO normative products and understanding socio-economic and cultural factors influencing household energy decisions are also desirable qualifications.

Educational Background:
Candidates must possess a degree in public health, public policy, energy, or environmental health sciences. A master's degree in any of these fields is preferred, indicating a higher level of expertise and understanding of the complexities involved in household energy policies and health.

Experience:
The consultant should have a minimum of five years of relevant experience, particularly in developing and evaluating energy policies and programs. This includes evaluating the strengths and weaknesses of existing policies in Malawi, conducting situational assessments, and stakeholder mapping in low or middle-income countries. Experience in modeling policy scenarios to estimate health and environmental impacts, as well as preparing and facilitating workshops, is also essential.

Languages:
Strong communication skills in English, both written and oral, are mandatory for this position. The ability to articulate complex ideas clearly and effectively is crucial for engaging with stakeholders and presenting findings.
