Job Overview:
The Project Assistant (M&E and Data Management) plays a crucial role in supporting the coordination of monitoring and evaluation (M&E) activities within the organization. This position involves a variety of tasks aimed at enhancing the information management strategy, ensuring that data collected is accurate, timely, and effectively utilized for decision-making. The Project Assistant will be responsible for designing analysis plans, developing questionnaires, training interviewers, and cleaning data to produce comprehensive reports. Additionally, the role requires the production of information management products such as charts, maps, and infographics that visually communicate data insights. The Project Assistant will also support research and needs analysis activities, ensuring that assessments are designed to maintain data quality and relevance. This position is integral to the organization's efforts to make informed operational decisions and update strategic documents based on reliable data.

Duties and Responsibilities:
  • Support the coordination of M&E activities, including the design of analysis plans and the proposal of questionnaires.
  • Train interviewers and oversee data cleaning processes to ensure high-quality data collection.
  • Enhance and implement the existing information management strategy to ensure that data is accurately collected, stored, analyzed, and shared in a timely manner.
  • Provide data analysis to support operational decision-making and the development of strategic documents.
  • Produce and update various information management products, including reports, charts, interactive maps, and infographics, to effectively convey data insights.
  • Assist in research, assessments, and needs analysis activities, including humanitarian needs overviews and multi-sector assessments.
  • Provide advice on assessment design to ensure data quality and support the development of surveys.
  • Adhere to IOM's data protection policy and best practices for ethical data collection and sharing.
  • Perform any other duties as required by the supervisor.

Required Qualifications:
Candidates must possess a university degree in information technology, data science, computer sciences, statistics, demography, social sciences, or a related field from an accredited academic institution. Additionally, a minimum of two years of relevant professional experience is required. Candidates should have experience in data management and analysis, particularly in supporting policy formulation and implementation. Familiarity with handling confidential data and understanding various data collection methodologies is essential. Candidates should also demonstrate the ability to formulate questionnaires and develop data collection tools, as well as knowledge in program planning and implementation of objectives. Experience in developing visualization reports and dashboards using Business Intelligence (BI) software is highly desirable, along with a strong command of Excel and excellent communication skills.

Educational Background:
The educational background required for this position includes a university degree in fields such as information technology, data science, computer sciences, statistics, demography, social sciences, or any other related field. The degree must be from an accredited institution, as recognized by the UNESCO World Higher Education Database. This educational foundation is critical for understanding the complexities of data management and analysis in the context of migration and humanitarian work.

Experience:
The position requires candidates to have at least two years of relevant professional experience in data management and analysis. This experience should include supporting policy formulation and implementation, as well as handling confidential data. Candidates should have a demonstrated understanding of different data collection methodologies and the ability to formulate effective questionnaires and data collection tools. Experience in developing and implementing visualization reports and dashboards using BI software is also essential, along with a good command of Excel. Strong communication and interpersonal skills are necessary to prepare clear and concise products that effectively convey data insights.

Languages:
Fluency in Portuguese, both oral and written, is mandatory for this position. Additionally, a working knowledge of English is required. Knowledge of Spanish is considered desirable, as IOM's official languages include English, French, and Spanish. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements effectively.
