Job Overview: As a Procurement Officer at ADB, you will play a crucial role in the Procurement Division within the Procurement, Portfolio and Financial Management Department. Your primary responsibilities will involve collaborating with various stakeholders, including Executing and Implementing agencies, to ensure the successful management of ADB-financed projects. This position requires you to be a procurement expert, contributing to procurement risk assessments and strategic planning for investment projects. You will be responsible for reviewing procurement documents, providing compliance advice, and supporting the preparation of project-related procurement materials. Additionally, you will engage in capacity-building initiatives, mentor junior staff, and contribute to the achievement of corporate procurement targets. This role is vital for ensuring that ADB's procurement processes align with its policies and regulations, ultimately supporting the organization's mission to foster prosperity in Asia.
Duties and Responsibilities: The Procurement Officer will undertake a variety of duties, including but not limited to:
Collaborating with the Procurement Specialist and other team members to assess procurement risks and contribute to strategic procurement planning for investment projects.
Conducting transactional reviews of procurement documents such as bidding documents and bid evaluation reports, ensuring compliance with ADB's procurement policies.
Advising on procurement compliance and supporting the preparation of project documents, including procurement plans and bidding documents.
Engaging with Executing and Implementing agencies to facilitate procurement processes and ensure adherence to ADB guidelines.
Participating in processing missions and providing support for loan, grant, and technical assistance projects.
Reviewing and endorsing procurement transactions within delegated authority and escalating complex issues as necessary.
Assisting in non-project-related procurement initiatives and contributing to training and capacity-building efforts for stakeholders.
Compiling and maintaining procurement metrics to monitor performance indicators and support organizational objectives.
Mentoring and coaching less experienced procurement staff to enhance their skills and knowledge.
Required Qualifications: To qualify for the Procurement Officer position, candidates must possess a Bachelor's degree in engineering, law, business administration, or a related discipline. Advanced training in public procurement or relevant fields is preferred. Candidates should have at least 8 years of relevant experience in project preparation, processing, and implementation, with a strong focus on procurement and contract management related to infrastructure and consultant recruitment. Additionally, a minimum of 4 years of supervisory experience is required. Familiarity with ADB or similar multilateral development bank's procurement policies, regulations, and guidelines is essential. Candidates should demonstrate critical thinking skills, the ability to manage diverse workloads, and effective communication skills in both spoken and written English.

Additional Notes: This position is a local staff appointment, open only to nationals and permanent residents of Indonesia.
