The OSCE has 57 participating States and operates in various countries across Europe, Central Asia, and North America. The organization focuses on a comprehensive approach to security that includes politico-military, economic, environmental, and human aspects. The OSCE Secretariat, located in Vienna, provides operational and administrative support to field operations and other institutions, assisting the Chairpersonship in its activities.

Job Overview:
The Analyst/Researcher position is a critical role within the OSCE's Conflict Prevention Centre (CPC), specifically in the Planning and Analysis Team (PAT). The primary function of this position is to provide strategic advice to the Chairpersonship and senior management of the Secretariat on activities related to the conflict cycle, which includes early warning, early action, conflict prevention, crisis management, post-conflict rehabilitation, and peacebuilding. The Analyst/Researcher will be responsible for analyzing geopolitical trends, conducting research, and developing proposals to enhance the OSCE's capacities in these areas. This role requires a deep understanding of the conflict cycle and the ability to translate complex information into actionable insights that can inform decision-making processes within the organization.

Duties and Responsibilities:
The Analyst/Researcher will undertake a variety of tasks, including:
  • Analyzing critical geopolitical trends and developments to provide recommendations for responses that contribute to CPC advice for the Chairpersonship and senior management.
  • Conducting thorough research and preparing background materials, including drafting briefs, speeches, and speaking points on various phases of the conflict cycle.
  • Developing proposals to operationalize concepts within the OSCE context and enhance its capacities related to the conflict cycle.
  • Identifying and analyzing lessons learned from OSCE field operations by debriefing senior officials and preparing reports to improve the effectiveness of OSCE policies and programs.
  • Organizing and attending conflict cycle-related meetings, workshops, and conferences, drafting accurate and concise meeting reports.
  • Conducting operational planning and after-action reviews in collaboration with other PAT members as required.

Required Qualifications:
Candidates must possess a second-level university degree in political science, international relations, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. A minimum of five years of responsible professional experience in policy-oriented analysis, evaluation, or a related field is required, with seven years being necessary if only a first-level degree is held. The candidate should have thematic expertise in politico-military affairs and conflict cycle issues, along with demonstrated knowledge of early warning methodologies and lessons learned methodologies. Excellent research and analytical skills, as well as strong oral and written communication skills in English, are essential. Knowledge of another official OSCE language is desirable. Candidates should also demonstrate gender awareness and sensitivity, and the ability to work effectively in a diverse team environment.

Educational Background:
The educational background required for this position includes a Master's degree (second-level university degree) in political science, international relations, or a related field. Candidates with a first-level university degree may be considered if they have additional relevant experience that compensates for the lack of a second-level degree.

Experience:
The position requires a minimum of five years of professional experience in policy-oriented analysis, evaluation, or a related field. Candidates with a first-level university degree must have at least seven years of relevant experience. This experience should ideally be gained within a government agency, national or international organization, or a non-governmental organization, with a focus on conflict cycle issues and politico-military affairs.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of another official OSCE language is considered an asset and would be advantageous for candidates applying for this position.

This position is classified as an international secondment and is open only to nationals of participating States.
