Job Posting Organization: SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting vital needs such as access to water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. Through its interventions, SI has developed expertise in providing access to drinking water, sanitation, and hygiene promotion, as well as in security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and livelihoods. SI operates in 26 countries with a total of 3,200 staff members, including expatriates, national employees, headquarters staff, and some volunteers. SI first intervened in Haiti after the passage of Tropical Storm Jeanne in 2004 and has since become a key player in emergency response, particularly in water, sanitation, and hygiene (WASH) services for vulnerable populations. SI has also been instrumental in the fight against cholera in Haiti from 2010 to 2019 and has responded to the COVID-19 pandemic. Following the resurgence of cholera in October 2022, SI has mobilized to ensure a rapid response to cholera alerts in collaboration with the Ministry of Public Health and Population (MSPP). SI has also been influential in the food security sector since 2012, utilizing innovative electronic voucher systems and agricultural recovery activities. Additionally, SI has expertise in Disaster Risk Reduction (DRR) and supports municipalities in developing contingency plans and conducting disaster preparedness exercises. SI relies on the technical expertise and experience of its 50 national employees who work closely with vulnerable populations, leveraging its solid understanding of the Haitian context and technical expertise in WASH and livelihoods at both institutional and local levels.
Job Overview: The primary objective of this position is to lead and coordinate the administrative, accounting, and financial services of the mission. The role involves participating in the definition of the Human Resources policy for Solidarités International and ensuring its proper implementation. Specific challenges include managing an increase in funding and team size, necessitating the establishment of a structured department following new recruitments. The first 2-3 months will focus on supporting and enhancing the skills of the Finance and HR teams, structuring the administrative department, revising roles and responsibilities, and updating various administrative and financial tracking tools. The position is set against a backdrop of security constraints in Haiti, particularly in Port-au-Prince, where the security situation is volatile due to gang presence, although this does not impede the conduct of activities. Strict security rules are in place, including a curfew at 8 PM in Port-au-Prince.
Duties and Responsibilities:
Direct and coordinate the administrative, accounting, and financial services of the mission.
Participate in defining and implementing the Human Resources policy for Solidarités International.
Support the Finance and HR teams in enhancing their skills and capabilities.
Structure the administrative department in response to increased funding and team size.
Revise roles and responsibilities within the department to ensure efficiency.
Update and maintain various administrative and financial tracking tools.
Ensure compliance with security protocols and adapt operations accordingly.
Facilitate communication and teamwork within the organization.
Engage in strategic financial planning and budget management. 1

Required Qualifications:
Strong analytical skills to assess the strengths and weaknesses of the Admin/Finance teams and propose more efficient structuring of the mission in Haiti.
Interest in Human Resources with the ability to provide ongoing training to Admin/Finance teams.
Anticipation and management skills for budget reallocations and assignment tables.
Strategic financial thinking is expected.
Good knowledge of donor procedures, particularly with UN agencies (UNICEF), ECHO, and CDCS.
Educational Background: A minimum of a Bac +5 degree in Finance and/or Human Resources is required for this position. This educational background is essential to ensure the candidate has the necessary theoretical knowledge and understanding of financial and human resource management principles.
Experience: Candidates should have 3-4 years of experience in a similar position, with a strong preference for those who have worked in the humanitarian sector for the same duration. This experience is crucial for understanding the unique challenges and dynamics of working in humanitarian contexts, particularly in Haiti.
Languages: Fluency in French is mandatory for this position. Proficiency in additional languages may be considered an asset, but French is the primary language of communication within the organization and in the local context.

The role is based in Port-au-Prince, Haiti, and offers a salary starting from EUR 2860 gross per month, which includes a base salary of EUR 2600 plus a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 750 is provided. The organization covers housing costs and travel expenses between the expatriate's home country and the place of assignment. A break system is in place, allowing for 7 working days off every three months, with an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance that covers all medical expenses, including dental and ophthalmological care, as well as repatriation. Vaccination and malaria treatment costs are reimbursed. Living conditions include accommodation in a secure guest house with individual rooms located 1 km from the office, featuring amenities such as a swimming pool and tennis court. The office is situated in a residential area, providing access to restaurants and supermarkets.
