Job Posting Organization:
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting vital needs such as access to water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. The organization implements interventions that demonstrate expertise in providing access to drinking water, sanitation, and hygiene promotion, as well as in security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and livelihoods. SI operates in 26 countries with a total of 3,200 staff members, including expatriates, national employees, headquarters staff, and a few volunteers. SI first intervened in Haiti after the passage of storm Jeanne in 2004 and has since become a key player in emergency response, particularly in water, sanitation, and hygiene (WASH) services. SI has played a significant role in the fight against cholera in Haiti from 2010 to 2019 and has also responded to the COVID-19 pandemic. Following the resurgence of cholera in October 2022, SI has mobilized to ensure a rapid response to cholera alerts in collaboration with the Ministry of Public Health and Population (MSPP). SI also has expertise in Disaster Risk Reduction (DRR) and supports municipalities in developing contingency plans and conducting disaster preparedness exercises. The organization relies on the technical expertise and experience of its 50 national employees who work closely with vulnerable populations, leveraging its solid understanding of the Haitian context and technical expertise in WASH and livelihoods at both institutional and local levels.

Job Overview:
The Field Coordinator plays a role equivalent to that of a director" style="border-bottom: 1px dotted #007bff !important;">Country Director (CD) by delegation in the Metropolitan Area of Port-au-Prince (ZMPP) for managing field activities. Since there is no base in Port-au-Prince, this delegation is limited to project management and security management. The Field Coordinator proposes strategies for the ZMPP based on the geopolitical and humanitarian context and ensures their implementation once validated. They control and guarantee that projects comply with the Solidarity International charter and internal and contractual procedures. The Field Coordinator mobilizes the necessary material and financial resources for the effective execution of programs and supervises their management. They coordinate the teams in place and are responsible for their safety in their area of assignment. In Port-au-Prince, as the base also serves as the coordination hub, the Field Coordinator, along with the CD and the Security Manager, assumes a dual role of ensuring safety for all teams. They are the direct and privileged interlocutor of the CD.

Duties and Responsibilities:
The Field Coordinator is responsible for supervising projects (WASH and livelihoods) and the three project managers, managing operational activities, and ensuring secure access strategies in the ZMPP. They support the development of new project proposals and assist in program strategy, quality, and SERA. The Field Coordinator collaborates internally to formalize roles and responsibilities and strengthen relationships with local and international partners. Specific challenges include addressing the internal dynamics of roles and responsibilities with the CD, Program Coordinator, support coordinators, project managers, and the base security manager. The position is newly created due to the increased operational volume of the mission, aiming to not only achieve the objectives outlined but also to consider establishing a base in Port-au-Prince in the future. The security situation in Haiti is categorized as Level 4, with significant challenges due to the presence of gangs, which complicates the execution of activities. The mission's security rules are strict, including a curfew at 8 PM in Port-au-Prince.

Required Qualifications:
Candidates must possess a Master's degree and have 0-2 years of experience in the humanitarian sector, as well as 0-2 years of experience in a similar position. Technical skills required include the ability to monitor and analyze the humanitarian, political, cultural, social, and economic context. Candidates should have the skills to ensure coordination, development, monitoring, and evaluation of programs implemented in their area of intervention. They must propose the necessary human, financial, and logistical dimensions for their area of intervention and manage human resources while maintaining team dynamics. The Field Coordinator is responsible for the safety of teams and assets in their area of assignment, under the supervision of the CD.

Educational Background:
A Master's degree is required for this position, indicating a level of advanced education that is essential for understanding complex humanitarian issues and managing field operations effectively.

Experience:
The position requires candidates to have between 0 to 2 years of experience in the humanitarian sector, with a preference for those who have held similar roles in challenging environments. This level of experience is crucial for understanding the dynamics of humanitarian work and the specific challenges faced in the field.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in Haiti. Proficiency in English is appreciated and considered an asset, particularly at an operational level, as it may facilitate communication with international partners and stakeholders.

  • The salary is based on experience, starting at EUR 2600 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly, along with a monthly per diem of USD 75
  • Solidarity International covers housing costs and travel expenses between the expatriate's home country and the place of assignment. During the mission, a system of alternating work and leave is implemented, allowing for 7 working days off every three months, with an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance that covers all medical expenses, including surgical, dental, and ophthalmological care, as well as repatriation. Vaccination and necessary malaria treatment costs are reimbursed. The position is based in Port-au-Prince, with accommodation provided in a guest house with individual rooms located in a secure compound about 1 km from the office. The living standards are quite good, with amenities such as swimming pools and tennis courts. The office is also well-located in a residential area.
