Job Overview: The FSL Project Manager (FSL PM) will lead a complex, multi-partner, and multi-location project portfolio in Syria. This role requires a dynamic leader with extensive experience in program coordination, transitional assistance, partnership management, and strategic engagement in fragile and conflict-affected settings. The FSL PM will oversee the entire project cycle, ensuring high-quality design" style="border-bottom: 1px dotted #007bff !important;">program design, technical quality assurance, stakeholder coordination, donor engagement, and adaptive learning. The position is crucial for advancing Welthungerhilfe’s nexus programming approach, which links humanitarian assistance with sustainable development and resilience-building efforts. The ideal candidate will have senior management experience, enabling them to manage financial oversight, risk management, donor reporting, and external representation effectively.
Duties and Responsibilities:
Strategic Programme Leadership and Coordination: Provide leadership for planning, coordination, and execution of FSL projects in line with WHH’s Country Strategy. Implement integrated food security and livelihoods interventions that align with resilience goals. Foster partnerships with local NGOs and community organizations, ensuring inclusive and conflict-sensitive approaches.
Project Management & Implementation: Manage a large, complex project in Syria, ensuring donor compliance and effective communication. Oversee timely implementation of activities, monitor project performance, and provide technical guidance on key intervention sectors.
Partnership Management & Coordination: Provide strategic direction and capacity support to implementing partners, ensuring compliance with donor and WHH standards. Drive localization efforts through engagement with national/local stakeholders.
Financial & Operational Oversight: Manage program budgets, contribute to procurement planning, and monitor financial performance. Work with finance teams to ensure compliance with donor requirements.
Coordination & Representation: Represent WHH in relevant coordination fora, establish relationships with donors and stakeholders, and support advocacy efforts.
Monitoring, Evaluation, Accountability & Learning (MEAL): Collaborate with MEAL teams to develop and update plans for projects, support needs assessments, and promote accountability to affected populations.
Team Management & Capacity Building: Manage and mentor project staff, ensuring adherence to WHH policies and effective team building.
Required Qualifications: Bachelor’s degree in a relevant field such as international development, social sciences, or food security/nutrition (master’s degree preferred). Minimum of 7 years' experience in managing resilience building and early recovery interventions, particularly in emergency or post-conflict settings. Strong knowledge of food security and livelihoods approaches, project cycle management, proposal development, budgeting, and donor compliance. Familiarity with humanitarian and development coordination mechanisms and standards is essential. Experience with major institutional donors is advantageous.
Educational Background: A Bachelor’s degree in a relevant field is required, with a preference for candidates holding a Master’s degree. Relevant fields include international development, social sciences, food security, or nutrition. The educational background should provide a solid foundation for understanding the complexities of humanitarian aid and development cooperation.
Experience: Candidates should possess a minimum of 7 years of experience in managing resilience building and early recovery interventions. This experience should ideally be in emergency or post-conflict settings, demonstrating a strong understanding of food security and livelihoods programming, as well as project cycle management and donor compliance.
Languages: Fluency in English (written and spoken) and Arabic is mandatory. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.
Additional Notes: The position is to be filled by October 2025, with a contract duration of one year and good prospects for extension. The role can also be filled with an unlimited contract duration based on the employee's performance. The employment location will be in Damascus, Syria, and the position is compensated according to SG8, with a salary of $2,350.
