Job Overview:
The Human Resources Officer position in Cairo is a critical role within the IOM, responsible for supporting the human resources functions of the organization. The successful candidate will work under the overall supervision of the Chief of Mission and directly with the National Human Resources Officer. This role involves evaluating staffing needs, coordinating recruitment processes, and providing guidance to hiring managers. The officer will also be responsible for pre-employment activities, managing HR data in the PRISM HR system, and ensuring compliance with HR policies and procedures. The position requires a proactive approach to identifying areas for improvement within HR processes and providing technical guidance to staff on HR-related matters. The Human Resources Officer will also play a key role in organizing staff development and training activities, ensuring that the workforce is equipped with the necessary skills and knowledge to meet organizational goals.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Officer include participating in the evaluation of staffing needs, coordinating recruitment processes, and providing guidance to hiring managers on hiring documentation. The officer will draft and post vacancy notices, screen applications, prepare interview protocols, and conduct reference checks. Additionally, the officer will manage pre-employment activities, including preparing Entry on Duty documentation, coordinating medical exams, and delivering induction sessions. The role also involves monitoring HR data consistency in the PRISM HR system, managing attendance and leave administration, and preparing documentation for personnel actions such as contract extensions and separations. The officer will be responsible for maintaining HR records, ensuring compliance with the Performance Appraisal System, and organizing HR events. Furthermore, the officer will provide information to staff regarding their entitlements and responsibilities, respond to inquiries, and assist in resolving sensitive HR cases.

Required Qualifications:
The ideal candidate for the Human Resources Officer position should possess a high school diploma with six years of relevant experience or a bachelor's degree in Human Resources, Business Administration, Psychology, or a related field with four years of relevant professional experience. Proficiency in Microsoft Office applications is essential, and previous experience with SAP is considered an advantage. The candidate should have proven experience in leading teams, with the ability to motivate and manage staff effectively. Familiarity with HR best practices, labor laws, and organizational policies is crucial, along with experience in drafting professional letters and official documents in Arabic. The candidate should also have experience in onboarding new employees and a strong understanding of HR functions.

Educational Background:
Candidates must have a high school diploma with six years of relevant experience or a bachelor's degree in Human Resources, Business Administration, Psychology, or a related field with four years of relevant professional experience. This educational background ensures that the candidate has a solid foundation in HR principles and practices, as well as the necessary skills to perform the duties of the position effectively.

Experience:
The position requires a minimum of four years of relevant professional experience for candidates with a bachelor's degree, or six years for those with a high school diploma. Candidates should have experience in human resources management, particularly in recruitment, onboarding, and employee relations. Experience working with international humanitarian organizations or in a multi-cultural setting is highly desirable. Proficiency in Microsoft Office applications and familiarity with HR systems such as SAP are also important for this role.

Languages:
Fluency in Arabic is mandatory, particularly in drafting professional letters and official documents. Proficiency in English is also required, as it is essential for communication within the organization and with international stakeholders.
