Job Overview:
The Programme Policy Consultant (CST II) position is crucial for supporting the implementation of the Home Grown School Feeding (HGSF) program in Burundi, which is part of the WFP's Country Strategic Plan (CSP) for 2024-202
  • This program aims to provide safe and nutritious meals to pre-primary and primary school-aged children across 885 schools in targeted areas. The consultant will work closely with the Head of School Feeding/School-Based Programme Manager to ensure the program's success, focusing on both centralized and decentralized procurement models to reach over 700,000 children. The role involves promoting climate-smart solutions, enhancing local procurement, and collaborating with various stakeholders, including government ministries and local partners, to strengthen the program's impact on nutrition, health, and education outcomes in Burundi.

Duties and Responsibilities:
The consultant will be responsible for a range of key accountabilities, including:
  • Supporting the development and implementation of integrated HGSF policies aligned with WFP and national priorities.
  • Providing technical assistance and capacity-building initiatives to government counterparts and partners to enhance design" style="border-bottom: 1px dotted #007bff !important;">program design and delivery.
  • Fostering operational partnerships and multi-sectoral coordination with stakeholders to improve program effectiveness.
  • Overseeing data collection, analysis, and reporting to inform decision-making and maintain quality standards.
  • Leading operational planning and resource mobilization efforts to ensure effective program implementation.
  • Representing WFP in school feeding-related forums to enhance visibility and advocacy efforts.
  • Exploring innovative financing mechanisms and supporting governments in mobilizing resources.
  • Facilitating events and ensuring compliance with WFP rules and financial reporting requirements.

Required Qualifications:
Candidates must possess an advanced university degree in fields such as International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Computer Science, or Data Management. Alternatively, a first university degree with additional years of relevant work experience and/or training may be acceptable. Candidates should demonstrate strong cognitive abilities, teamwork skills, proactive action management, and a willingness to innovate. They should also have excellent communication skills, particularly in writing, and be proficient in computer tools such as Excel and PowerPoint, with knowledge of data analysis software being an asset.

Educational Background:
The position requires an advanced university degree in relevant fields such as International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Computer Science, or Data Management. A first university degree combined with additional relevant work experience may also be considered sufficient. The educational background should equip candidates with the necessary knowledge and skills to effectively contribute to the program's objectives.

Experience:
Candidates should have experience working across various program portfolios, including education, food security, nutrition, and social protection. They should have led the design and implementation of programs and projects, engaged in policy discussions, and provided input into policy decisions. Experience specifically related to Homegrown School Feeding and coordination with government entities is highly desirable.

Languages:
Fluency in both French and English is mandatory for this position, with a proficiency level of C. This bilingual requirement is essential for effective communication and collaboration with diverse stakeholders in the program's implementation.
