Job Overview:
The Finance Manager position is a critical role within the EpiC project in Cameroon, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State. The Finance Manager will report directly to the Director of Administration and Finance and will be responsible for overseeing the financial administration and operations of the project. This includes managing the budget, ensuring compliance with financial regulations, and providing fiscal information to the senior management team. The role requires a strong understanding of Generally Accepted Accounting Procedures (GAAP) and may involve developing internal financial audits and reporting systems. The Finance Manager will play a key role in ensuring that the project has the necessary funds for its operations and will be involved in financial planning and control activities.

Duties and Responsibilities:
The Finance Manager will manage the accounting and finance components of the EpiC program, which includes payroll, financial reporting, and petty cash management. Key responsibilities include ensuring compliance with FHI 360 operational procedures and accounting principles, developing procedures to monitor and evaluate program budgets, coordinating monthly funding requests, and maintaining financial controls for the management of funds and grants. The Finance Manager will also produce budget forecasts and reports for submission to the Department of State, supervise finance and operations staff, and maintain financial records for annual audits. Additionally, the Finance Manager will review and approve all expense files, ensuring that expenses are reasonable and authorized, and will periodically inform staff about the program's financial situation.

Required Qualifications:
Candidates for the Finance Manager position must possess a Bachelor's Degree or its international equivalent, along with a minimum of 5-8 years of related work experience. This experience should include at least 3 years in a management role and 3 years working at the corporate or organizational level. Past experience managing a analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis department is required, and candidates should demonstrate sensitivity to cultural differences and an understanding of the sociopolitical nuances in the operating environment. Experience working in insecure environments and in non-governmental organizations (NGOs) is preferred. Educational Background:
The educational background required for the Finance Manager position includes a Bachelor's Degree in finance, accounting, business administration, or a related field. An international equivalent degree is also acceptable.
