Job Overview: The Community Technical Advisor and Zonal Lead position is a critical role within the Meeting Targets and Maintaining Epidemic Control (EpiC) project, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State. This role involves providing technical guidance on community-based HIV testing, treatment, care, and support services. The advisor will supervise Technical Officers in both Yaounde and Bertoua, ensuring that project activities align with work plans and that implementation is timely and effective. The position requires collaboration with various stakeholders, including government agencies and local organizations, to enhance the delivery of HIV-related services, particularly for at-risk populations. The advisor will also be responsible for monitoring project outputs and ensuring compliance with funder obligations, making this role essential for the success of the EpiC project in Cameroon.
Duties and Responsibilities: The Community Technical Advisor and Zonal Lead will lead and coordinate the zonal project team, which includes clinical, strategic information, finance, and administration personnel. The advisor will function at an advisory capacity, overseeing technical project compliance and deliverables while managing the team effectively. Key responsibilities include maintaining collaborative relationships with government agencies and implementing partners, supervising and mentoring Technical Officers, promoting data-driven decision-making, providing technical assistance to local organizations, and ensuring that project objectives are met. The advisor will also track project outputs, develop and review implementation tools, participate in meetings, contribute to donor reports, and represent FHI 360 at professional events. Additionally, the advisor will develop and implement training interventions to address any identified gaps in capacity.
Required Qualifications: Candidates must possess a Master’s Degree or its international equivalent in Public Health, Behavioral, Life/Social Sciences, or a related field, with a preference for Medical Doctors. A Program Management (PM) Certification is also preferred. The ideal candidate will have at least 8 years of relevant experience in the technical implementation of PEPFAR or HIV-related public health programs, with documented experience in providing technical assistance and capacity building in HIV/AIDS service delivery. Sensitivity to cultural differences and an understanding of the sociopolitical context in Cameroon are essential, along with experience in the public health sector and in insecure environments. Experience working with non-governmental organizations (NGOs) and community-based organizations is also required, along with excellent report writing, analytical, and communication skills.
Educational Background: The educational background required for this position includes a Master’s Degree or its equivalent in relevant fields such as Public Health, Behavioral Sciences, Life Sciences, or Social Sciences. A Medical Doctor qualification is preferred, indicating a strong foundation in health-related disciplines. Additional certifications, such as Program Management (PM) Certification, are advantageous and demonstrate a commitment to professional development in program management and public health.
Experience: The position requires a minimum of 8 years of relevant experience in the technical implementation of public health programs, specifically those related to PEPFAR or HIV/AIDS. Candidates should have a proven track record of providing technical assistance and capacity building in HIV/AIDS service delivery, as well as experience working in the Cameroon public health sector.
