Job Overview: The Resource Mobilization Officer plays a crucial role in the WHO Country Office Operations, particularly in the West Bank and Gaza (oPt). This position serves as the primary contact for managing relationships with donors, government entities, NGOs, diplomatic representations, UN Country Team members, and academic institutions. The officer is responsible for supporting the implementation of the resource mobilization strategy for the WHO Office in oPt, ensuring effective communication and collaboration with various stakeholders. The incumbent will manage funding requests, facilitate information exchanges, and oversee reporting and follow-up activities. The role may also involve deployment to emergency operations as required, highlighting the need for flexibility and responsiveness in addressing health crises.
Duties and Responsibilities: The Resource Mobilization Officer's duties include developing a consistent approach to resource mobilization at the country level to secure sustainable funding for core positions and emergency activities. The officer will liaise with WHO headquarters and the relevant regional office to obtain necessary legal and financial clearances for proposals and donor agreements. Participation in donor coordination meetings is essential, as is contributing to negotiations to finalize donor agreements swiftly. The officer will engage with key donors in the country, particularly those whose agreements are managed by headquarters, such as CERF, DFID, ECHO, and OFDA/USAID. Monitoring trends and identifying opportunities and risks related to resource mobilization will be critical, as will maintaining project calendars and milestones. The officer will manage project life cycles, ensuring alignment with donor agreements and monitoring implementation rates and reporting deadlines. Regular internal risk and progress reports will be prepared to inform the emergency team, and the officer will support the preparation of donor reports, project evaluations, and advocacy documents. The role also involves collaborating with the Communication and Advocacy Officer to effectively utilize communication products to inform donors and partners about WHO's strategies and work, encouraging funding for health sector responses.
Required Qualifications: Candidates must possess a university degree in Social Sciences, International Relations, Political Sciences, Business Administration, Communications, Marketing, Management, or Economics from an accredited institution. Desirable qualifications include specific studies in resource mobilization, partnership building, and development or humanitarian work, as well as training in donor intelligence, proposal writing, and project management. Strong interpersonal, representational, and organizational skills are essential, along with the ability to facilitate collaboration among diverse partners. Candidates should demonstrate success in resource mobilization and possess excellent analytical and writing skills, integrity, tact, and discretion.

Additional Notes: The position offers a competitive remuneration package, with an annual base salary starting at USD 70,212, subject to mandatory deductions for pension contributions and health insurance. A variable post adjustment reflecting the cost of living at the duty station currently amounts to USD 3,487 per month. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
