Job Overview: The Revenue Mobilisation Advisor will play a crucial role in enhancing tax revenue in Pakistan through various strategic initiatives. This position involves updating detailed situational analyses and stakeholder mappings to guide interventions with key governmental bodies such as the Federal Board of Revenue (FBR) and the Ministry of Finance (MoF). The advisor will explore new areas for intervention in revenue mobilisation, ensuring that innovative and impactful collaborations with the government are fostered. A comprehensive demand and need analysis will be developed to identify interventions, and the advisor will work closely with the World Bank to avoid overlaps in efforts. The role also includes developing detailed scopes and terms of references for technical assistance (TA) that can be provided to the government, leading the procurement of TA, and ensuring quality delivery and compliance throughout the process. The advisor will be responsible for establishing robust reporting mechanisms and advocating for the sustainability of interventions, ensuring that the efforts made are not only impactful but also enduring.
Duties and Responsibilities: The Revenue Mobilisation Advisor will lead the conceptualisation and implementation of tax and revenue mobilisation initiatives, providing expert guidance and technical support. This includes spearheading the development of a comprehensive work plan, coordinating effectively between REMIT, FBR, MoF, and the private sector to ensure successful intervention delivery. The advisor will define the scope of key activities, develop comprehensive terms of reference for interventions, and lead consultative dialogues with FBR and MoF to gather insights for strategic design. Additionally, the advisor will identify specific technical expertise required for key initiatives, ensure quality and timely delivery of project milestones, and establish effective reporting mechanisms to capture outputs and challenges. The advisor will also lead efforts to foster sustainability and institutionalisation of interventions, collaborating with stakeholders to devise comprehensive plans and policies that ensure the scalability of REMIT's initiatives.
Required Qualifications: Candidates must possess a Master’s or advanced degree in Economics, Business Administration, Public Policy, or a related field, with a Ph.D. in a relevant discipline being highly desirable. A minimum of 15 years of hands-on experience in tax policy, revenue mobilisation, or related fields is required, preferably within a governmental or international development organisation setting. A proven track record in successfully conceptualising, planning, and implementing revenue mobilisation initiatives, including tax policy analysis and facilitation schemes, is essential. Candidates should demonstrate experience in collaborating with diverse stakeholders, including government entities in Pakistan, private sector organisations, and international bodies. A strong background in political economy analysis and an understanding of Pakistan’s socio-economic and political context are crucial, along with extensive experience in providing technical assistance and capacity building to government institutions and private sector partners.
Educational Background: The ideal candidate should have a Master’s or advanced degree in a relevant field such as Economics, Business Administration, or Public Policy. A Ph.D. in a related discipline is highly desirable, indicating a strong academic foundation and expertise in the field.
Experience: Candidates should have a minimum of 15 years of relevant experience in tax policy, revenue mobilisation, or related fields. This experience should preferably be in a governmental or international development organisation context, demonstrating a deep understanding of the complexities involved in tax and revenue systems.
Languages: Fluency in English is mandatory, with strong written and verbal communication skills required to articulate tax and revenue mobilisation concepts clearly to diverse audiences. Knowledge of Urdu or other local languages would be advantageous but is not mandatory.
