Job Overview:
The Senior Project Associate (AVRR Registration) plays a crucial role in the Assisted Voluntary Return (AVR) program at IOM Algeria. This position involves supporting the coordination of the AVR Counselling and Registration activities at the IOM Registration Centre. The Senior Project Associate will work closely with the AVRR Coordinator and other relevant units to ensure that the AVR processes are conducted in accordance with established procedures and standards. The role requires a proactive approach to managing the day-to-day operations of the team, including the implementation of staff rotation systems and the organization of training for new recruits. The Senior Project Associate will also be responsible for liaising with various stakeholders, including governmental and non-governmental organizations, to facilitate the smooth operation of the AVRR program. This position is vital for ensuring that registered migrants receive the necessary support and services throughout their return process.

Duties and Responsibilities:
  • Support the day-to-day coordination of the AVR Counselling and Registration activities at the IOM Registration Centre, ensuring compliance with internal procedures and guidelines.
  • Implement and monitor the staff monthly rotation system, including weekend coverage, in collaboration with senior management.
  • Assist in organizing and tracking training and mentoring activities for the AVR team, including the induction of new staff.
  • Support the referral process of cases from the AVRR Registration team to the Protection Unit and Health focal points.
  • Liaise with IOM DARV or Protection Center Managers to arrange pre-departure accommodation for registered migrants.
  • Prepare and submit weekly reports to the AVRR Coordinator, highlighting operational challenges and proposing solutions.
  • Contribute to the preparation and follow-up of work plans and activities to support the AVR unit's objectives.
  • Organize technical meetings with key stakeholders involved in AVRR projects.
  • Support capacity-building initiatives and contribute to drafting country-specific SOPs on AVRR. 1
  • Provide technical inputs for the development and revision of AVRR-related SOPs and operational documents. 1
  • Perform additional duties as assigned.

Required Qualifications:
Candidates must possess a high school diploma with six years of professional experience, or a Bachelor’s degree in Development, Political or Social Sciences, or a related field from an accredited institution with four years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should demonstrate a strong understanding of migration issues and have experience in supporting migration-related projects, particularly in operational and field-level activities. Prior experience with international humanitarian organizations or government institutions in a multicultural setting is advantageous. Candidates should also have experience in team coordination and collaborative work environments, as well as in activities related to Migrant Protection and Assisted Voluntary Return and Reintegration (AVRR).

Educational Background:
The educational background required for this position includes either a high school diploma with six years of relevant professional experience or a Bachelor’s degree in a related field such as Development, Political or Social Sciences from an accredited academic institution. The degree must be from a recognized university listed in the UNESCO World Higher Education Database, ensuring that candidates have a solid academic foundation to support their professional experience in migration and humanitarian contexts.

Experience:
The position requires candidates to have significant experience in supporting migration-related projects, particularly those involving operational and field-level activities. Candidates should have prior work experience with international humanitarian organizations, non-governmental organizations, or government institutions, especially in multicultural settings. Experience in team coordination and collaborative environments is essential, as is familiarity with activities related to Migrant Protection and Assisted Voluntary Return and Reintegration (AVRR). Additionally, candidates should have experience liaising with governmental authorities and other stakeholders on migration issues, demonstrating their ability to navigate complex institutional landscapes effectively.

Languages:
Fluency in French is mandatory for all applicants, both oral and written. A working knowledge of Arabic and English is desirable, as IOM's official languages include English, French, and Spanish. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in the required languages.

Additional Notes:
This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Algeria will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the relevant government authorities. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
