Job Overview:
The Programme Officer position is a critical role within IOM, responsible for supporting the implementation, coordination, and monitoring of initiatives related to social protection and the humanized reception and reintegration of forcibly returned Brazilians. The successful candidate will work under the overall supervision of the Chief of Mission in Brazil and directly report to the Programme Officer. This role requires collaboration with various units at IOM Headquarters and Administrative Centres, ensuring that the projects align with IOM policies and donor requirements. The Programme Officer will engage with government counterparts, particularly the Ministry of Human Rights and Citizenship, the Ministry of Development and Social Assistance, and the Ministry of Health, as well as civil society and local authorities, to ensure a comprehensive and rights-based approach to migration issues. The position also involves monitoring operational, administrative, and financial aspects of projects, contributing to work plans, project budgets, and evaluation tools, and ensuring effective communication and visibility of project activities.

Duties and Responsibilities:
The duties and responsibilities of the Programme Officer include:
  • Supporting the implementation and coordination of social protection initiatives for forcibly returned Brazilians.
  • Liaising with government counterparts and civil society to ensure an integrated response.
  • Monitoring the operational, administrative, and financial aspects of projects in accordance with IOM policies.
  • Keeping supervisors informed about project implementation status and identifying areas for improvement.
  • Participating in the development of work plans, budgets, and evaluation tools.
  • Coordinating data collection, verification, and analysis, and updating information management systems.
  • Preparing and disseminating project reports as per IOM and donor requirements.
  • Engaging with donors, partners, and stakeholders to foster collaboration.
  • Contributing to capacity-building activities for IOM staff and partners. 1
  • Attending relevant conferences and meetings to represent IOM. 1
  • Assisting in the preparation of project proposals and communication products. 1
  • Supervising and training project staff. 1
  • Undertaking duty travel for project implementation and monitoring.

Required Qualifications:
The position requires a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, Health, or related fields from an accredited institution, along with two years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields is acceptable. Candidates must demonstrate experience in liaising with governmental authorities and international organizations, as well as working with vulnerable groups such as migrants and refugees. Experience in project management and inter-agency coordination is also essential.

Educational Background:
Candidates must possess a Bachelor’s degree in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or Health from an accredited academic institution. Accreditation must be from institutions listed in the UNESCO World Higher Education Database. A Master’s degree in these fields is also acceptable and may substitute for some professional experience requirements.

Experience:
The ideal candidate should have at least two years of relevant professional experience, particularly in liaising with governmental authorities, international institutions, and NGOs. Experience working with migrants, refugees, and vulnerable populations is crucial. Prior work experience with international humanitarian organizations or in a multicultural setting is considered an advantage, as it demonstrates the ability to navigate complex environments and collaborate effectively with diverse stakeholders.

Languages:
Fluency in English and Portuguese is mandatory, both oral and written. A working knowledge of Spanish is considered desirable, as it may enhance communication with a broader range of stakeholders and partners in the region.

The position is full-time and may involve travel for project implementation and monitoring.
