Job Overview: The Supply Chain Officer position is crucial for ensuring that the IOM Tunisia office effectively manages its supply chain activities. The successful candidate will work under the supervision of the Chief of Mission and the Head of Resources Management unit, directly reporting to the Supply Chain Officer. This role involves overseeing procurement processes, ensuring compliance with organizational policies, and delivering quality goods and services to beneficiaries in a timely manner. The officer will be responsible for consolidating procurement requisitions, assisting in complex purchases, preparing tender documents, and managing vendor relationships. The position requires a proactive approach to monitoring the status of requisitions and ensuring timely delivery of goods and services, as well as maintaining accurate records throughout the procurement cycle. Additionally, the officer will conduct market surveys to identify potential suppliers and provide guidance to junior staff, contributing to their professional development.
Duties and Responsibilities:
Receive and consolidate all procurement requisition forms, ensuring compliance with the Purchase Authorization Matrix and office instructions.
Assist supervisors in complex, higher-value purchases.
Prepare tender documents, solicit bids, and prepare bid analysis summaries.
Confirm terms of agreement with selected suppliers and prepare relevant documentation.
Monitor the status of open requisitions and follow up on timely delivery of goods and services.
Review vendor invoices and prepare payment requests.
Maintain physical and electronic records of all documentation throughout the procurement cycle.
Conduct market surveys to identify potential new suppliers.
Track contractual agreements and monitor office supplies. 1
Provide technical guidance to staff on procurement instructions. 1
Perform supply chain tasks related to property and asset management. 1
Coordinate fleet operations activities. 1
Provide training and guidance to junior SCM staff. 1
Perform other duties as assigned.
Required Qualifications: Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution, along with three years of relevant professional experience. Alternatively, a high school diploma with five years of relevant experience is acceptable. Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage. Candidates should demonstrate a high level of computer literacy and possess excellent communication and negotiation skills. The ability to work effectively with national and international institutions is essential, as is the capacity to prepare clear and concise reports.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management. Candidates with a high school diploma may also apply if they have five years of relevant professional experience. Additional certifications in procurement or logistics are advantageous and may enhance a candidate's qualifications.
Experience: The ideal candidate should have experience in procurement and logistics, particularly in working with vendors and service providers. Familiarity with asset management processes is important, and experience with IOM or UN procurement and logistics rules and procedures is a significant advantage. Candidates with a background in international organizations will be preferred, as this experience will contribute to a better understanding of the operational context in which IOM operates.
Languages: Fluency in English is mandatory, and proficiency in French is highly desirable. Knowledge of Arabic is also beneficial, as it will facilitate communication within the local context and with various stakeholders.
