Job Overview: The Senior Programme Associate (Cash for Protection) will play a vital role in supporting the implementation of Cash for Protection (CfP) interventions in Pakistan. This position requires close coordination with the Protection Officer and the Programme Coordinator (Protection) to ensure that project activities align with IOM's global standards for Cash-Based Interventions (CBI). The incumbent will be responsible for conducting situational analyses, needs assessments, and overseeing the targeting and distribution of cash assistance. The role also involves monitoring the operational, administrative, and financial aspects of CfP, ensuring compliance with IOM policies and donor agreements. The Senior Programme Associate will contribute to the integration of cross-cutting issues such as Gender-Based Violence, Disability Inclusion, and Child Protection into all CBI activities, thereby enhancing the effectiveness and reach of the interventions. Additionally, the incumbent will assist in the development of standard operating procedures and technical guidelines to facilitate efficient CfP delivery, ensuring that the needs of beneficiaries are met effectively and responsibly.
Duties and Responsibilities: The duties and responsibilities of the Senior Programme Associate (Cash for Protection) include planning and implementing project activities in line with IOM standards, coordinating and monitoring the operational aspects of CfP, and promoting the integration of cross-cutting issues in all activities. The incumbent will support the identification of adequate transfer mechanisms and financial service providers, assist in conducting needs and market assessments, and contribute to the development of standard operating procedures. Furthermore, the Senior Programme Associate will monitor the work of field teams and implementing partners, provide technical guidance, and support in the preparation of project-related documents. The role also involves monitoring project implementation, documenting results, and preparing reports and other forms of documentation as needed. Regular duty travel will be required to ensure effective project monitoring and support.
Required Qualifications: Candidates must possess a Bachelor's degree or higher in development studies, political sciences, social sciences, gender studies, law, human rights, or a relevant field from an accredited institution, along with 4 years of relevant professional experience. Alternatively, a High School Degree/Certificate in the aforementioned fields with 6 years of experience is acceptable. Candidates should have experience in cash programming in humanitarian contexts, knowledge of protection principles, and experience in liaising with governmental authorities and international organizations. Strong project management skills and experience with databases and reporting are essential. Prior work experience with international humanitarian organizations is an advantage, as is familiarity with innovative systems used in the humanitarian sector.
Educational Background: The educational background required for this position includes a Bachelor's degree or equivalent in relevant fields such as development studies, political sciences, social sciences, gender studies, law, or human rights. Candidates with a High School Degree/Certificate in these fields may also be considered if they have sufficient relevant experience. The educational qualifications should be from an accredited academic institution, ensuring that candidates have a solid foundation in the principles and practices relevant to the role.
Experience: Candidates should have a minimum of 4 years of relevant professional experience in cash programming within humanitarian contexts, particularly in emergency environments. Experience in project management and knowledge of protection principles, including those related to gender-based violence and child protection, is crucial. Additionally, candidates should have experience in liaising with governmental authorities and international organizations, as well as strong experience with databases and assessment tools. Prior work experience with international humanitarian organizations or in a multi-cultural setting is highly desirable.
Languages: Fluency in English and Urdu is required, both oral and written. A working knowledge of Pashtu and/or Dari is considered desirable, as it would enhance communication with diverse beneficiary populations and stakeholders in the region.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Pakistan will be considered. The appointment will be contingent upon medical fitness certification and verification of residency and visa requirements. IOM has a zero-tolerance policy regarding conduct that is incompatible with the organization's aims and objectives, including discrimination and harassment. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
