Job Overview: The Programme Officer for the COMPASS Migration Partnership Fund will play a crucial role in the Migrant Protection Unit (MPX) within the Border Management, Return and Readmission Division, Department of Mobility, Pathways and Inclusion at IOM. This position involves coordination and technical oversight of projects under the COMPASS-MPF, ensuring effective implementation and alignment with donor priorities. The Programme Officer will work closely with various stakeholders, including the COMPASS Core team, Regional Thematic Specialists, and country offices, to ensure that the rights and well-being of migrants are prioritized. The role requires a strong understanding of migration governance and the ability to facilitate cooperation among multiple stakeholders to achieve sustainable solutions in migration management.
Duties and Responsibilities: The Programme Officer will be responsible for a wide range of duties, including:
Overall coordination and day-to-day follow-up of projects under the COMPASS-MPF, ensuring alignment with global practices.
Reviewing project concept notes, proposals, and programmatic documents developed by country offices to ensure compliance with IOM standards and donor priorities.
Coordinating and reviewing reports from country offices to ensure timely and quality project progress and implementation reports for submission to donors.
Organizing and facilitating coordination and technical meetings with country offices, regional offices, donors, and partners.
Supporting the Senior Programme Manager with donor liaison and coordination.
Providing technical oversight and guidance to country offices during project development and implementation.
Identifying best practices and facilitating the exchange of experiences among COMPASS-MPF countries.
Contributing technical input to global workstreams relevant to COMPASS and COMPASS-MPF.
Undertaking duty travels for capacity development events, workshops, and donor meetings. 1
Supervising the work of consultants and staff as needed. 1
Performing any other tasks assigned by the supervisor.
Required Qualifications: Candidates must possess a Master’s degree in Political or Social Science, International Relations, Law, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates should demonstrate experience in protection at both policy and programmatic levels, as well as experience in multi-country project coordination and liaising with various stakeholders, including UN agencies, government, and non-government actors.
Educational Background: The educational background required for this position includes a Master’s degree in Political or Social Science, International Relations, Law, or a related field from an accredited institution. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify. The educational qualifications must be from institutions recognized in the UNESCO World Higher Education Database, ensuring that the candidates have a solid academic foundation to support their professional roles in migration management and governance.
Experience: Candidates should have demonstrated experience in the field of protection at both policy and programmatic levels. Prior experience in thematic areas such as border management, labor mobility, and migration governance is considered an asset. Experience in coordinating multi-country projects and liaising with various stakeholders, including UN agencies, government, and non-government actors, is essential. Additionally, candidates should have experience in policy and legal analysis, project development, implementation, and reporting, which are critical for the successful execution of the responsibilities associated with this position.
Languages: Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an advantage. IOM's official languages are English, French, and Spanish, and all staff members are required to be fluent in one of these languages. The proficiency in required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements necessary for effective communication in this role.
Additional Notes: The position is classified as a Special Short Term Graded contract for an initial duration of 9 months, with the possibility of extension based on performance and funding availability. The role is categorized at the P-3 grade level, indicating a professional level of responsibility. Internationally recruited professional staff are required to be mobile, and any offer made to the candidate is subject to funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
