Job Overview:
The Grants Officer position is a critical role within the EpiC Cameroon project, which aims to provide strategic technical assistance and direct service delivery to achieve HIV epidemic control among at-risk populations. The Grants Officer will be responsible for overseeing the management and implementation of grants awarded to local community-based organizations. This role requires collaboration with various program team members, including Finance, Procurement, and Monitoring, Evaluation, and Learning, to establish a robust grant monitoring and management system. The Grants Officer will also play a key role in capacity building for grantees, ensuring they understand grant policies and procedures. The position is based in Yaoundé, Cameroon, and involves frequent travel to target communities across several regions, emphasizing the importance of accessibility to quality HIV-related services for vulnerable populations, including children and adolescents living with HIV.

Duties and Responsibilities:
The Grants Officer will manage the full cycle of grant management activities, which includes solicitation, pre-award evaluations, compliance visits, and closure procedures. They will support the evaluation of grant applications and proposals to ensure compliance with established grant management procedures. The officer will assist in drafting grant agreement documents and amendments, maintaining accurate and complete grant records. They will provide training and technical assistance to grantees on Department of State and FHI 360 regulations, financial management, and reporting. Additionally, the Grants Officer will conduct monthly reviews and verifications of grant recipients' advances and expenditure reports, ensuring accurate recording and reconciliation with supporting documentation. Regular site visits will be conducted to ensure compliance with award conditions, and closing visits will be performed at the end of the implementation period to resolve any outstanding issues.

Required Qualifications:
Candidates must possess a Bachelor's degree or an international equivalent from an accredited university in a relevant field such as accounting, finance, business administration, international development, or social sciences. A minimum of four years of professional experience is required, including at least two years in grant management. Experience working within the Cameroonian health sector is preferred, along with basic financial management skills, including budget preparation and monitoring, and financial reporting. The ideal candidate should be action-oriented, resilient in a fast-paced environment, and capable of managing a complex workload under pressure. Strong computer skills, particularly in Microsoft Office, are essential, as is knowledge of U.S. government programming and regulations.

Educational Background:
The educational background required for this position includes a Bachelor's degree or its international equivalent from an accredited institution in fields relevant to the role, such as accounting, finance, business administration, international development, or social sciences. This educational foundation is crucial for understanding the complexities of grant management and financial oversight.

Experience:
The position requires a minimum of four years of professional experience, with at least two years specifically focused on grant management. This experience should ideally include work within the health sector in Cameroon, providing the candidate with a contextual understanding of the challenges and opportunities within the local landscape. Familiarity with financial management practices, including budget preparation and monitoring, is also essential.

Languages:
Fluency in spoken, written, and reading French is mandatory for this position, as it is essential for communication with local stakeholders and grantees. Additionally, fluency in spoken, written, and reading English is preferred, as it may be necessary for reporting and communication with international partners and stakeholders.

Additional Notes:
This position is based in Yaoundé, Cameroon, and will require frequent travel within the country to selected target communities across various regions.
