Job Overview: The Senior HR Associate position at UNFPA is a pivotal role that involves providing leadership in the execution of a comprehensive range of human resources services. This position is under the direct supervision of the International Operations Manager and requires a collaborative, client-oriented approach to promote high staff morale and effective HR management. The Senior HR Associate will work closely with various teams, including operations, programme staff, and the Regional Office for Eastern Europe and Central Asia (EECA), to resolve complex HR-related issues and ensure the delivery of accurate information. The role is essential in managing HR activities in alignment with the Country Programme for 2025-2029, ensuring compliance with UN rules and regulations, and supporting the recruitment and retention of top talent to meet the strategic needs of the office. The Senior HR Associate will also play a key role in performance management, career development, and knowledge sharing within the organization, contributing to a culture of excellence and continuous improvement.
Duties and Responsibilities: The Senior HR Associate will be responsible for a variety of duties, including but not limited to:
Supporting the implementation of HR strategies and policies to ensure compliance with UNFPA policies and procedures, including the effective administration of HR benefits, entitlements, and performance management.
Managing recruitment processes, including drafting job descriptions, conducting candidate screenings, and participating in interview panels.
Overseeing the performance management process, including the development of performance appraisal protocols and facilitating staff training on HR issues.
Monitoring and tracking HR transactions related to recruitment, benefits, and separations, ensuring accurate data management through the Quantum system.
Facilitating knowledge building and sharing within the office, including organizing training sessions and synthesizing best practices in HR management.
Collaborating with the EECA HR Business Partner and other stakeholders to address HR-related challenges and improve service delivery.
Required Qualifications: Candidates must possess a high school diploma as a minimum requirement, with a bachelor's degree in Business Administration, Human Resources, Finance, Public Administration, Social Sciences, Information Technology, or a related field being highly desirable. Additionally, candidates should have a minimum of 7 years of progressively responsible experience in human resources, administration, or related areas. This experience requirement is reduced to 4 years for candidates with a relevant first-level or advanced university degree. Proficiency in computer literacy and familiarity with various software packages are essential, and prior experience with UN organizations is highly desirable.
Educational Background: The educational background required for this position includes at least a high school diploma, with a preference for candidates holding a bachelor's degree in relevant fields such as Business Administration, Human Resources, Finance, Public Administration, Social Sciences, or Information Technology. This educational foundation is crucial for understanding the complexities of human resource management and effectively implementing HR strategies and policies within the organization.
Experience: The position requires a minimum of 7 years of progressively responsible experience in human resources, administration, or related fields. However, candidates with a relevant first-level or advanced university degree may qualify with only 4 years of experience. Languages: Fluency in English, Ukrainian, and Russian is mandatory for this position.
