Job Overview:
The Programme Associate (Emergency Operations Center) plays a crucial role in providing real-time support to UNICEF staff worldwide by monitoring emergency-related developments and producing information products that integrate text and data visualizations. This position requires working on a rotating shift schedule, including weekends and UN-observed holidays, to ensure uninterrupted 24/7 coverage. The Programme Associate is expected to deliver timely and accurate emergency information and communication services, produce high-quality information products, and contribute to the continuous improvement of internal operations and workflows within the Emergency Operations Center (OPSCEN). The role demands strong client service orientation and professional communication skills to effectively engage with diverse stakeholders across various levels of the organization.

Duties and Responsibilities:
  • Deliver quality and timely 24/7 emergency information and communication services to UNICEF offices and personnel globally, including monitoring global media and alert systems to detect events with potential humanitarian implications. Issue timely real-time information products and updates, produce regular media monitoring products, and support knowledge management and dissemination of emergency information.
  • Contribute to the optimization of OPSCEN’s crisis communication and emergency coordination services by providing immediate assistance to UNICEF offices, coordinating with security" style="border-bottom: 1px dotted #007bff !important;">security professionals to verify staff safety, and facilitating emergency management team meetings.
  • Support the quality and continuity of OPSCEN’s internal daily operations by maintaining databases, assisting in developing shift schedules, onboarding new staff, and participating in knowledge-sharing activities.
  • Demonstrate client service orientation and professional communication skills by engaging effectively with stakeholders and ensuring tailored information delivery.

Required Qualifications:
Minimum requirements include completion of secondary education and a minimum of six years of relevant administrative or clerical work experience, preferably supplemented by technical or university courses related to the organization's work. Skills required include reporting, client service, risk management, and project management. Fluency in English is mandatory, while knowledge of another official UN language or a local language is desirable. Experience in related functional areas such as Information, Media & Public Relations Support, and prior experience in an emergency or security operations center are strong assets. Candidates should possess client-oriented communication skills and the ability to synthesize complex information into high-quality written products under tight deadlines.

Educational Background:
The educational background required for this position includes completion of secondary education. Additional technical or university courses related to the work of the organization are preferred, enhancing the candidate's qualifications for the role.

Experience:
Candidates should have a minimum of six years of relevant administrative or clerical work experience. Experience in related functional areas, particularly in emergency or security operations centers, is highly valued. Familiarity with real-time monitoring platforms and the ability to assess and synthesize complex information are essential for success in this role.

Languages:
Fluency in English is required for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing communication capabilities within the diverse UNICEF environment.
