Job Overview:
The Supply Chain Officer position at WFP involves leading the implementation of full cycle source-to-contract processes for logistics service requirements of moderate to high complexity. This includes issuing competitive procedures, evaluating offers, and negotiating contracts to ensure successful procurement of transport, warehouse, and services. The role requires collaboration with cross-functional teams to align contracting activities and promote an integrated supply chain approach. The officer will also be responsible for monitoring contract validity, managing contractor performance, and contributing to the development of contract management tools and processes. The position is crucial for ensuring that logistics operations in Somalia are efficient, responsive, and reliable, ultimately supporting WFP's mission to deliver humanitarian assistance effectively.

Duties and Responsibilities:
  • Lead the implementation of full cycle source-to-contract processes for logistics services, including issuing competitive procedures and evaluating offers.
  • Develop and implement supply chain plans and procedures in line with WFP guidelines.
  • Conduct periodic reviews of contractor shortlists and prepare Expressions of Interest (EOI).
  • Prepare and process Requests for Quotations (RFQ) for logistics operations.
  • Analyze submitted offers to ensure a balance of costs and capacity.
  • Organize meetings related to the contracting process and ensure all stakeholders are informed.
  • Consolidate and analyze market data to inform logistics service design.
  • Collaborate with cross-functional teams to align contracting activities.

  • Conduct performance reviews of contractors to ensure compliance with benchmarks. 1
  • Develop contract management tools and champion modernization of contracting processes. 1
  • Supervise and develop the workforce involved in contracting activities. 1
  • Provide strategic leadership on supply chain market assessments and recommendations. 1
  • Map the supply chain of selected food commodities and maintain an active database of retailers and financial service providers. 1
  • Coordinate cash-based transfer (CBT) activities and supervise the creation of purchase orders for financial transactions.

Required Qualifications:
  • Advanced University Degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management, International Relations, or related fields.
  • At least three years of relevant professional work experience with an advanced degree, or five years with a first degree, including two years directly in Supply Chain.
  • Previous experience in contracting and procurement activities is desirable.
  • Strong analytical and negotiation skills.
  • Ability to work collaboratively in a multicultural environment and manage diverse teams.

Educational Background:
Candidates must possess an Advanced University Degree in relevant fields such as Transport Economics, Supply Chain, Logistics, Engineering, Business Management, or International Relations. A first University Degree is acceptable if accompanied by significant relevant experience in the field.

Experience:
The position requires a minimum of three years of relevant professional experience for candidates with an advanced degree, or five years for those with a first degree. At least two years of this experience must be directly related to Supply Chain operations, with a strong emphasis on contracting and procurement activities being highly desirable.

Languages:
Fluency in English (level C) is mandatory. Intermediate knowledge (level B) of a second UN language is considered a plus, enhancing the candidate's profile for this international position.
