Job Overview: The Digital Health Systems & Governance Senior Analyst will play a crucial role in the Digital Health Bangladesh Project, which aims to provide strategic technical assistance to the Ministry of Health and Family Welfare (MOHFW) and the Asian Development Bank (ADB). This position focuses on designing and preparing a transformative digital health investment that consolidates fragmented digital health initiatives into a unified, scalable, and sustainable ecosystem. The Senior Analyst will ensure that the project’s design phase aligns with national priorities and governance frameworks, supporting policy and strategy alignment, facilitating institutional and stakeholder coordination, and contributing to the design of governance mechanisms. The role includes providing technical inputs for the development of the Digital Health Strategic Blueprint (2026–2030) and ensuring that governance, regulatory, and institutional arrangements are practical, inclusive, and sustainable. The incumbent will collaborate closely with the Project Manager, MOHFW focal points, and other team members to ensure that all project deliverables meet the needs of the Government and ADB, ultimately aiming to deliver an investment-ready, government-endorsed proposal that strengthens institutional capacity and governance systems for long-term digital health transformation.
Duties and Responsibilities: The Senior Analyst will be responsible for several key functions, including:
Strategic Alignment and Governance: Reviewing and aligning project interventions with national policies and frameworks, contributing to the development of the Strategic Alignment Matrix, and advising on the integration of gender equality and climate resilience within governance frameworks.
Project Delivery and Support: Supporting the Project Manager in coordinating project activities, drafting reports and policy briefs, and contributing to the establishment of the Central Project Management Unit (PMU) within MOHFW.
Stakeholder Engagement and Coordination: Facilitating the functioning of the Steering Committee and Technical Working Group, developing a stakeholder mapping and engagement plan, and ensuring systematic documentation of stakeholder consultations.
Policy and Institutional Strengthening: Providing technical inputs for governance and regulatory frameworks, supporting MOHFW in addressing policy gaps, and promoting the integration of governance mechanisms for long-term sustainability.
Knowledge Management and Innovation: Documenting lessons learned, contributing to case studies and reports, and promoting innovative governance solutions.
Monitoring, Reporting, and Quality Assurance: Contributing to progress reports, monitoring deliverables, and ensuring quality assurance of policy-related outputs. Required Qualifications: Candidates must possess an advanced university degree in Computer Science, Engineering, Statistics, or related fields. A bachelor's degree combined with two years of relevant professional experience in Digital Transformation in the Health Sector or a related discipline is also acceptable. Additionally, certification in PRINCE2 Foundation is highly desirable, while PRINCE2 at Practitioner level or any other relevant Project Management certification is preferred. Candidates should demonstrate a strong understanding of health systems strengthening, governance, or digital health projects, particularly in collaboration with MOHFW and donor-funded initiatives.
Educational Background: The educational requirements for this position include an advanced university degree in Computer Science, Engineering, Statistics, or a related subject. Alternatively, a bachelor's degree in these fields, combined with two years of relevant professional experience in the health sector's digital transformation, is acceptable. This educational background ensures that candidates have the necessary technical knowledge and analytical skills to contribute effectively to the project.
Experience: Candidates should have at least two years of experience in health systems strengthening, governance, or digital health projects. Experience working with the Ministry of Health and Family Welfare (MOHFW), Directorate General of Health Services (DGHS), and donor-funded projects is essential.
