Job Overview:
The Programme Management Officer position is situated within the Climate Change, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Natural Resource Management Division (CFND) of the ECA. The officer will be responsible for developing, implementing, and evaluating programs and projects aimed at achieving inclusive development and reducing poverty and inequalities in Africa. This role involves monitoring program development, conducting research, coordinating policy development, and providing substantive support for meetings and initiatives related to SIDS. The officer will also engage in resource mobilization and outreach activities, lead teams on field missions, and analyze data to inform decision-making. The position requires a proactive approach to managing complex projects and fostering collaboration among various stakeholders.

Duties and Responsibilities:
The Programme Management Officer will undertake a variety of responsibilities, including: developing and evaluating assigned programs/projects; monitoring and analyzing program implementation; performing consulting assignments; researching and presenting information to identify priority countries for CFND activities; advising on policy development; generating survey initiatives; organizing written outputs; providing backstopping for meetings; initiating external relations; leading field missions; coordinating budget-related activities; and collecting and analyzing data for insights. The officer will also be expected to perform other duties as required, demonstrating professionalism, planning, and client orientation throughout their work.

Required Qualifications:
Candidates must possess a strong understanding of theories and concepts relevant to project management and sustainable development. They should demonstrate the ability to identify and analyze issues, conduct data collection, and apply judgment in their work. The role requires excellent organizational skills, the ability to manage conflicting priorities, and a commitment to gender perspectives in all areas of work. Candidates should also exhibit professionalism, efficiency, and a strong work ethic, with a focus on achieving results and meeting deadlines.

Educational Background:
An advanced university degree (master’s degree or equivalent) in business administration, management, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of seven years of progressively responsible experience in project or program management, administration, or related areas is required. Experience in data analytics or related fields is desirable, as is experience working with Small Island Developing States (SIDS). Candidates should have a proven track record of managing complex projects and collaborating with diverse stakeholders.

Languages:
The working languages of the United Nations Secretariat are English and French, both of which are required for this position. Candidates must demonstrate proficiency at UN Level II in reading, writing, listening, and speaking for both languages. Proficiency in Portuguese is desirable but not mandatory.
