Job Overview: The consultant will provide technical support to UNICEF Mexico in identifying strategic lines of action for innovative financing mechanisms aimed at children and adolescents. This involves developing a comprehensive analysis of the Mexican financial context, exploring innovative financial instruments, and reviewing financing mechanisms with development institutions. The consultant will also identify public-private mechanisms for delivering essential services to children, ensuring that these strategies are sustainable and viable within the Mexican context. The role requires a deep understanding of both public and private financing sources and the ability to propose actionable strategies for increasing investment in children's programs.
Duties and Responsibilities:
Develop a methodology and approach for the consultancy.
Conduct a thorough analysis of the Mexican financial context regarding innovative financing for children and adolescents.
Explore innovative financial instruments, including capital markets and potential uses of cryptocurrencies.
Review financing mechanisms with development banks and identify co-financing opportunities for social programs.
Identify public-private partnerships for delivering priority services to children, including education, health, and nutrition.
Prepare and submit deliverables, including a final report with strategic recommendations, ensuring that each product meets UNICEF's approval criteria.
Required Qualifications: Minimum requirements include a Master's degree in Public Policy, Finance, International Development, or related fields. Candidates must have at least 8 years of professional experience in international development, focusing on innovative financing and public-private partnerships in the social sector. Proven experience working with international organizations or governments on financing for social sectors such as education, health, and social protection is essential.
Educational Background: Candidates must possess a Master's degree in relevant fields such as Public Policy, Finance, or International Development. This educational background is crucial for understanding the complexities of financing mechanisms and their application in social programs.
Experience: The position requires a minimum of 8 years of relevant professional experience in international development, particularly in innovative financing and public-private partnerships.
