Job Overview: The National TVET Mapping Specialist will play a crucial role in enhancing the delivery and outcomes of Technical and Vocational Education and Training (TVET) in Liberia. This position involves working closely with private sector actors and organizations within the Economic Community of West African States (ECOWAS) to propose strategies for improving TVET programs. The specialist will focus on quality assurance by evaluating the relevance and effectiveness of TVET programs, assessing teaching and learning methods, and identifying areas for improvement. Stakeholder engagement is also a key aspect of this role, requiring consultations with employers, industry representatives, TVET providers, and other relevant stakeholders to ensure that the programs align with their needs. The specialist will report to the Technical Lead Officer and will be responsible for preparing various reports, conducting data gathering, and developing strategic plans for TVET development in Liberia.
Duties and Responsibilities: The National TVET Mapping Specialist will undertake a variety of tasks under the supervision of the FAO in Liberia. Key responsibilities include: preparing an inception report that outlines the background, objectives, methodology, activities, coordination, work plan, and resources; submitting questionnaires for data collection; preparing and coordinating enumerator training for data gathering; compiling initial findings into a concise report and PowerPoint presentation; drafting a strategic plan for TVET development in Liberia; preparing reports for validation workshops; submitting a comprehensive report detailing the findings of the TVET mapping exercise; providing recommendations for policy and program development; drafting a strategic plan/framework for TVET interventions and investments in Liberia, including a roadmap and implementation plan; creating a TVET database with all primary data collected; and preparing a final presentation of the overall findings to FAO, AITB, and partners.
Required Qualifications: Candidates must possess an advanced university degree in TVET, Education, Social Sciences, Business, Economics, Statistics, or a related field. Additionally, a minimum of five years of relevant experience in TVET systems analysis, curriculum development, research, or quality assurance is required, with extensive working experience in Liberia. Candidates must also have a working knowledge of English and must be nationals of Liberia.
Educational Background: The position requires an advanced university degree in fields related to Technical and Vocational Education and Training (TVET), Education, Social Sciences, Business, Economics, Statistics, or similar disciplines. This educational background is essential for understanding the complexities of TVET systems and their governance, as well as for conducting effective research and analysis in this area.
Experience: Candidates should have at least five years of relevant experience in areas such as TVET systems analysis, curriculum development, research, or quality assurance. This experience should include extensive work within Liberia, providing the candidate with a deep understanding of the local context and the challenges faced by the TVET sector.
Languages: A working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the stakeholders involved in the TVET sector.
