Job Overview:
The primary objective of this consultancy is to enhance the capacity of local civil society organizations, community leaders, and program staff in Liberia through a Training of Trainers (ToT) on the SASA! methodology. This initiative aims to establish a cohort of skilled facilitators equipped to implement and scale the SASA! approach within and beyond the Liberia Spotlight Initiative 2.0 target communities. The SASA! methodology is an evidence-based model developed by Raising Voices, focusing on community mobilization to transform harmful social norms and prevent gender-based violence (GBV). The consultant will lead the ToT program, ensuring that selected stakeholders can effectively implement and cascade the SASA! methodology, thereby contributing to the long-term sustainability of violence prevention efforts. The role involves methodological planning, curriculum adaptation, training delivery, and post-training support, all aimed at fostering local ownership and institutional capacity to sustain community-based prevention efforts.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:
  • Methodological Planning and Inception Reporting: Develop a comprehensive methodological approach and submit an Inception Report outlining the strategy, timeline, and expected deliverables.
  • Curriculum Adaptation and Training Materials Development: Review and adapt existing SASA! training materials to fit Liberia's cultural context, develop a tailored ToT manual, and create assessment tools for evaluating participants' knowledge and skills.
  • Training Delivery: Design and facilitate a culturally responsive ToT program, covering all phases of the SASA! approach, using participatory methodologies to enhance learning and application.
  • Post-Training Support and Mentorship: Administer post-training assessments, provide ongoing mentorship, and develop monitoring and evaluation tools to track the impact of the training.
  • Reporting: Submit various reports detailing the training process, participant performance, and recommendations for future capacity-building efforts.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in Social Sciences, Gender Studies, Public Health, International Development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, a minimum of 7 years of relevant experience in gender-based violence prevention, community mobilization, or social norm change programming is required. Candidates should have a proven track record in designing and facilitating ToT workshops, experience working with community-based organizations, and the ability to develop training manuals and evaluation tools. Certification as a Technical Support Provider or Master Trainer for the SASA! methodology is highly desirable.

Educational Background:
An advanced university degree (Master’s or equivalent) in relevant fields such as Social Sciences, Gender Studies, Public Health, or International Development is required. Alternatively, a first-level university degree with additional qualifying experience may be accepted. This educational background is essential for understanding the complexities of gender issues and the methodologies used in community mobilization and violence prevention.

Experience:
The position requires a minimum of 7 years of relevant experience in gender-based violence prevention, community mobilization, or social norm change programming. Candidates should have at least five years of experience in designing and facilitating Training of Trainers workshops, particularly using participatory methodologies like SASA!. Experience working with community-based organizations, women's rights groups, and local government structures, preferably in Liberia or similar contexts, is essential. Additionally, candidates should have experience in developing training manuals and evaluation tools for adult learners.

Languages:
Fluency in English is required for this position. Proficiency in additional local languages may be beneficial but is not mandatory. The ability to communicate effectively in English is crucial for training delivery and collaboration with various stakeholders.

  • The consultant's performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables. Payments will be disbursed based on a deliverable-based arrangement aligned with the expected deliverables outlined in the Terms of Reference. The consultant will complement Liberia’s National GBV Action Plan and align with the Ministry of Gender, Children and Social Protection’s community-based prevention priorities.
