Job Overview: The GHS Technical Officer position is designed to provide strategic analysis and technical inputs for the planning, implementation, and development of Global Healthsecurity" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) projects and activities. The officer will work closely with the National Migration Health Programme Coordinator and the GHS Consultant to ensure that all activities align with global standards, national policies, and the health priorities of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The role involves direct monitoring of GHS projects, conducting needs assessments, providing technical training, and engaging with communities to enhance public health responses. The officer will also contribute to the development of effective strategies and technical tools for GHS programming, ensuring that approaches are culturally appropriate and gender-sensitive. This position requires a proactive approach to public health emergencies and the ability to provide technical assistance to various stakeholders, including government counterparts and civil society organizations.
Duties and Responsibilities: The GHS Technical Officer will be responsible for a wide range of duties, including:
Providing strategic analysis and technical inputs for GHS projects, ensuring alignment with global standards and national policies.
Monitoring GHS projects and activities, conducting needs assessments, and providing technical training and planning.
Developing and implementing effective strategies, SOPs, and technical tools for GHS programming, including integration of One Health approach and emergency response strategies.
Offering technical assistance to government counterparts and implementing partners, ensuring the successful implementation of planned activities.
Providing technical oversight and guidance to GHS Liaison and Technical Assistants to ensure alignment of field operations.
Undertaking rapid deployment to provide onsite technical support during public health emergencies.
Contributing to resource mobilization efforts for IOM’s migration health programming.
Analyzing GHS indicators and ensuring timely submission of reports in accordance with IOM and donor requirements. 1
Establishing partnerships with government and non-government bodies and representing IOM at relevant meetings. 1
Operationalizing the Accountability to Affected Population framework and integrating PSEA strategies. 1
Undertaking duty travels as required and performing other assigned duties.
Required Qualifications: Candidates must possess an advanced university degree or master’s degree in a relevant field such as medical sciences, nursing, epidemiology, international health, public health, or social sciences. Alternatively, a bachelor’s degree in these fields with a minimum of two years of relevant professional experience is acceptable. Relevant accreditation or formal training in areas related to epidemiology, disease surveillance, and public health emergency management is considered a distinctive asset. Candidates should also demonstrate excellent communication, research, and writing skills, along with strong computer literacy, particularly in Microsoft Office applications.
Educational Background: The educational background required for this position includes an advanced university degree or master’s degree in medical fields, nursing, epidemiology, international health, public health, or social sciences from an accredited institution. A bachelor’s degree in the aforementioned fields is acceptable if accompanied by at least two years of relevant professional experience. Additional training or certification in epidemiology, disease surveillance, public health emergency management, and health emergency communication is highly desirable and will enhance a candidate's profile.
Experience: Candidates should have experience in program support, implementation, monitoring, and evaluation of public health activities. Experience in the public health and health sciences sectors, particularly in public health emergencies, disease surveillance, and infection prevention and control measures, is advantageous. Experience in humanitarian or development operations, as well as liaising with government counterparts, especially within BARMM Ministries, is also required. The ideal candidate will have a proven track record of working effectively in diverse teams and managing complex public health initiatives.
Languages: Fluency in English and Filipino is required for this position, both oral and written. Additionally, working knowledge of any BARMM language is desirable and will be considered an asset, as it will facilitate communication and engagement with local communities and stakeholders.
