Job Overview:
The Consultant for Monitoring and Evaluation will play a crucial role in the implementation of a project aimed at strengthening social peace and stability in Tripoli, Lebanon. This position involves developing a comprehensive Monitoring and Evaluation (M&E) strategy that will assess the project's impact on youth engagement and community-driven initiatives. The consultant will be responsible for coordinating with various stakeholders, including UNICEF, UNDP, and IOM, to ensure that the M&E framework is robust and effective. The consultant will also be tasked with creating baseline reports that will inform project implementation and help measure progress against established indicators. This role requires a deep understanding of the socio-economic context in Lebanon, particularly in relation to youth and community dynamics, as well as strong analytical and reporting skills.

Duties and Responsibilities:
  • Conduct meetings with M&E focal points from UNICEF, UNDP, and IOM to agree on the outline of the M&E strategy report and baseline report, with the first meeting to be delivered by week
  • Update the project logframe in collaboration with UNDP, UNICEF, and IOM, ensuring all indicators are accurately represented, to be completed by week
  • Develop a comprehensive M&E strategy report that includes the overall strategy, data collection methods, respondent selection methods, and a detailed data collection schedule, to be delivered by week
  • Coordinate with UNSCOL, UNDP, UNICEF, and IOM to align the M&E strategy with project goals.
  • Create a baseline report that includes methodology for data collection, baseline data for all project indicators, and an analysis of the baseline data, with a draft due by week 9 and a final version by week 1
  • Provide recommendations to the project based on the analysis of baseline data.
  • Ensure that the M&E strategy is statistically valid and fit for purpose, and that the baseline report is consistent and accurate.
  • Maintain active communication and coordination with UNDP, UNICEF, IOM, and other relevant stakeholders throughout the project.

Required Qualifications:
Candidates must possess either a Master's degree in Monitoring and Evaluation, Conflict Resolutions, International Relations, Anthropology, or a related field with at least 5 years of relevant experience, or a Bachelor's degree in the same fields with at least 7 years of experience. The ideal candidate should have a strong background in M&E frameworks, data analysis, and project management, with demonstrated experience in similar roles within international organizations or NGOs.

Educational Background:
A Master's degree in Monitoring and Evaluation, Conflict Resolutions, International Relations, Anthropology, or a related field is required. Alternatively, a Bachelor's degree in these fields is acceptable if accompanied by extensive relevant experience. The educational background should reflect a solid understanding of the principles and practices of monitoring and evaluation, particularly in the context of humanitarian or development projects.

Experience:
The position requires a minimum of 5 years of experience in Monitoring and Evaluation, with a strong emphasis on conflict resolution and community engagement. Candidates with a Bachelor's degree must have at least 7 years of relevant experience. Experience working in Lebanon or similar socio-economic contexts is highly desirable, as is familiarity with the UN system and its agencies.

Languages:
Proficiency in English and Arabic is mandatory for this position. Candidates will be evaluated on their language skills during the selection process, which may include written and oral assessments. Knowledge of additional languages such as French or Spanish is considered an asset, as IOM's official languages include these.

Additional Notes:
The position is subject to funding confirmation and the candidate's medical fitness for appointment.
