Job Overview:
The Project Development Manager will play a crucial role in the design, development, implementation, and quality assurance of the Protection from Violence programme. This programme is essential in ensuring that displaced individuals and communities are safeguarded against violence, coercion, and violations of their rights. The manager will be responsible for conducting protection risk analyses, developing strategies, and ensuring compliance with NRC policies. The role requires a proactive approach to project management, including the development of funding proposals, project budgets, and donor reports, while also ensuring effective coordination with local and national authorities and stakeholders. The manager will also focus on capacity building for project staff and partners, ensuring that the programme aligns with NRC's global policies and regional priorities.

Duties and Responsibilities:
The Project Development Manager will be responsible for a wide range of duties, including:
  • Designing and leading regular protection risk analyses to inform programming and advocacy efforts.
  • Developing a comprehensive Protection from Violence strategy, including a theory of change and logical framework.
  • Creating standard operating procedures (SOPs) and tools for programme implementation.
  • Ensuring compliance with NRC policies and guidelines.
  • Managing the development of funding proposals, project budgets, and donor reports.
  • Coordinating and managing project implementation in line with proposals and donor requirements.
  • Mapping international and local partners to identify collaboration opportunities.
  • Building the capacity of project staff and transferring key skills.
  • Maintaining close communication with the Protection Cluster and relevant partners. 1
  • Advocating for the rights of internally displaced persons (IDPs) and returnees. 1
  • Leading the development of high-quality proposals and budgets for new projects. 1
  • Supporting the implementation of protection analyses to inform programme development. 1
  • Ensuring continuous service mapping for potential partnerships and referral mechanisms. 1
  • Developing monitoring and evaluation frameworks for protection activities. 1
  • Conducting regular field visits to monitor project implementation and quality.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in a senior-level project implementation role within a humanitarian or recovery context. They should have at least 5 years of experience in designing and managing protection programmes, with a proven track record of results related to the responsibilities of the position. Knowledge of leadership skills and the ability to work in complex and volatile environments are essential. Fluency in both French and English, both written and verbal, is mandatory.

Educational Background:
A university degree in social sciences, social work, psychology, protection, human rights, or related fields is required. Professional experience in protection programming and working with vulnerable populations, including victims of conflict and displacement, is essential. Candidates should also have experience in budget management and technical report writing, along with strong analytical skills.

Experience:
The position requires a minimum of 5 years of relevant experience in project implementation, particularly in humanitarian or recovery contexts. Candidates should have experience in designing and managing protection programmes and working in complex environments. Documented results related to the responsibilities of the position are necessary, along with a willingness to travel to areas where NRC operates.

Languages:
Fluency in French and English is mandatory for this position. Proficiency in additional languages may be considered an asset, but is not required.

Additional Notes:
The duty station for this position is Port-au-Prince, Haiti. The contract duration is for 6 months, with the possibility of renewal based on funding availability.
