Job Overview: The Programme Associate, Finance, plays a crucial role within the Programme Division at UNFPA Headquarters in Nairobi, Kenya. This position is responsible for overseeing financial management, procurement, and general administrative services. The Programme Associate will monitor financial resources, provide necessary financial information and analysis, and ensure compliance with UNFPA financial rules and procedures. The role also involves supporting the implementation of work plans and budget allocations in collaboration with implementing partners, ensuring quality assurance activities are completed according to corporate guidelines. The Programme Associate will be instrumental in maintaining an updated database of global funds and assisting in financial and programmatic reporting. This position is vital for ensuring that the Programme Division operates efficiently and effectively, contributing to UNFPA's mission of promoting sexual and reproductive health and rights globally.
Duties and Responsibilities: The Programme Associate will be responsible for a variety of tasks, including: A. Financial Management: Monitoring financial resources by providing necessary financial information and analysis to Programme Division units; projecting expenditures to identify potential issues and notifying management with proposed remedial actions; making budget revisions as required; ensuring financial transactions comply with UNFPA financial rules and procedures; reviewing and processing invoices; preparing Quantum requests while ensuring the validity of the Chart of Accounts; maintaining receipts for vendor payments; collaborating with implementing partners to support and review their work plans with budget allocations and expenditure reporting; and maintaining an updated database of non-core global funds. B. Procurement: Acting as the focal point for all procurement matters, reviewing procurement requests, and initiating procurement procedures for equipment, supplies, and services in a transparent and cost-effective manner. C. General Administrative Services: Interpreting UN/UNFPA administrative rules and regulations, providing guidance to staff, identifying ways to meet administrative needs within existing policies, adapting processes and procedures, and managing operational requirements of the team. The Programme Associate will also assist in personnel management, respond to audit findings, manage consultancies, and support staff operational requirements in areas such as travel administration and contract management.
Required Qualifications: Candidates must have completed Secondary School Education with additional training in Finance, Procurement, Administration, and Management. A first-level university degree in business administration or public administration is desirable. Candidates should possess strong analytical skills, attention to detail, and the ability to work effectively in a team environment.
