Job Overview: The Advocacy Manager will work under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director to develop and support the implementation of an advocacy strategy for the Democratic Republic of the Congo (DRC). This role is crucial in addressing the pressing issues of hunger and conflict in the region. The Advocacy Manager will be responsible for developing and implementing a humanitarian advocacy and communication strategy tailored to the DRC context. This includes conducting research activities within the DRC and supporting global advocacy and communication efforts related to hunger and conflict. The position also requires acting as a political focal point and providing direct support to the national office, ensuring effective representation in external forums and advocacy coordination groups to integrate ACF's positions. Upon taking up the role, immediate priorities will include conducting analysis and drafting a follow-up report on the Hunger and Conflict project, organizing the dissemination of results and key messages at national, regional, and international levels, and preparing for an advocacy tour scheduled for the fall, in coordination with headquarters and the ACF network.
Duties and Responsibilities: The Advocacy Manager will have a comprehensive set of responsibilities, including but not limited to:
Developing and implementing a humanitarian advocacy strategy for the DRC, ensuring alignment with ACF's global objectives.
Conducting research and analysis on hunger and conflict issues within the DRC to inform advocacy efforts.
Engaging with various stakeholders, including government entities, NGOs, and international organizations, to promote ACF's advocacy positions.
Representing ACF in external forums and working groups focused on advocacy and humanitarian issues.
Collaborating with the MEAL specialists to integrate data and evidence into advocacy campaigns.
Managing a team member focused on advocacy efforts in collaboration with the Forum of International NGOs (FONGI).
Preparing and disseminating reports and key messages to various audiences, ensuring clarity and impact.
Organizing and leading advocacy tours and events to raise awareness and support for ACF's mission.
Monitoring and evaluating the effectiveness of advocacy strategies and making necessary adjustments. 1
Building and maintaining relationships with key stakeholders to enhance ACF's influence and reach.
Required Qualifications: Candidates must possess a strong set of qualifications, including:
A minimum of 3 years of demonstrated expertise in humanitarian advocacy, representation, negotiation, and influencing aid policies.
Proven experience in conducting research and analyzing qualitative and quantitative data sets.
Experience working with MEAL specialists for advocacy purposes and managing complex communication campaigns.
Strong ability to understand and synthesize a wide range of complex issues strategically.
Good knowledge of international law, humanitarian principles, and the humanitarian system, as well as transformative agendas impacting humanitarian action.
Educational Background: The educational background required for this position includes a Master's degree (Bac+5) in relevant fields such as social sciences, international relations, humanitarian law, political science, or development studies. This advanced education is essential to equip the candidate with the necessary theoretical and practical knowledge to navigate the complexities of humanitarian advocacy and policy influence effectively.
Experience: The position requires a minimum of 3 years of relevant experience in humanitarian advocacy, representation, and policy influence. Candidates should have a proven track record of successfully managing advocacy initiatives and campaigns, as well as experience in conducting research and data analysis to support advocacy efforts. Experience working in diverse cultural contexts and managing teams is also essential.
Languages: Fluency in both French and English is mandatory, with excellent writing and oral communication skills in both languages. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and contexts.

The gross monthly salary ranges from €2,597 to €2,968, depending on experience, and includes a 13th-month salary. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% increase in the base salary every 12 months of continuous contract. Additional benefits include a net monthly per diem and living expenses of $974, a monthly context allowance of €150, and an annual child allowance of €1,500 per child present in the home country (with a ceiling of €6,000 per year). Transportation and accommodation will be provided, along with comprehensive medical coverage, including health insurance and repatriation costs, for up to one month after the contract ends. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days, with travel expenses covered for breaks and a flat allowance of €215 per RnR. Ongoing support and training will also be provided.
