Job Overview: The HI Area Manager is responsible for overseeing, developing, and implementing projects in the intervention zone, particularly those funded by the Directorate General for Development Cooperation and Humanitarian Aid (DGD) in early childhood development, rehabilitation, and strengthening health systems. The role involves coordinating teams based in Kinshasa, ensuring the quality of activity implementation, and adhering to HI's institutional procedures and donor requirements. The Area Manager will actively analyze the institutional, political, and programmatic context to identify development opportunities and enhance HI's strategic positioning in Western DRC. This position also plays a central role in developing new partnerships and funding opportunities, as well as representing HI to various institutions.
Duties and Responsibilities:
Management: Supervise project leaders and associated teams, structure and animate a multidisciplinary team, recruit and develop team members, ensure adherence to HI's values and policies.
Organizational Transformation: Contribute to continuous improvement of managerial practices and support organizational changes.
Functional Coordination: Ensure regular coordination between project teams, technical teams, and support services.
Strategic Contribution: Contribute to the development and implementation of HI's operational strategy in Western DRC.
Standards and Compliance: Ensure adherence to HI's institutional policies and donor requirements.
Operational Implementation: Supervise project implementation, ensure technical quality, monitor operational performance, and follow up on audit recommendations.
Influence, Partnership, and Representation: Represent HI to national authorities and maintain constructive working relationships with strategic partners.
Required Qualifications: Minimum of 4 years of professional experience in project management in a similar role with HI or another international NGO. Expertise in diagnostics, intervention strategy, planning, monitoring, and project coordination. Proven managerial experience and strong representation skills. Ability to work in a multidisciplinary team. Knowledge of health, rehabilitation, inclusion, or health system strengthening is an asset. Fluency in English is a plus.
Educational Background: A relevant degree in social sciences, international development, public health, or a related field is required. Additional certifications in project management or humanitarian response are advantageous.
Experience: Candidates should have at least 4 years of experience in project management, preferably in a humanitarian or development context. Experience in managing teams and projects in challenging environments is essential.
Languages: Fluency in French is mandatory. Proficiency in English is highly desirable, as it will facilitate communication with international partners and stakeholders.

Local candidates are strongly encouraged and prioritized. The international contract includes social coverage tailored to individual needs, health insurance, retirement coverage, and a gross salary starting at €2869 per month. A net per diem of €1160 per month will be provided, along with 25 days of paid leave per year and 11 days of rest and recuperation. The position is unaccompanied, with transport, visa, and personal effects transport costs covered by HI. Housing will be provided individually by HI.
