Job Overview:
The Assistant Shelter & Settlements is responsible for the coherent implementation of shelter projects and the supervision of construction works for shelters and schools in the intervention area. This role involves close monitoring of activities related to shelter issues, supported by NRC staff under direct or indirect responsibility. The assistant will manage daily operations of workers and regularly inform the Shelter Program Manager and the head of the office about any situations requiring administrative and programmatic decisions. The position also supports activities related to assessments, awareness-raising, training, meetings, development plan formulation, and community follow-up visits, as well as the establishment and training of community development committees. The assistant will collaborate with colleagues in the Shelter team to design shelter plans, structures, and other infrastructures, as well as develop associated Bills of Quantities (BoQ) and assist in the procurement process. Additionally, the assistant will help the Shelter Officer in preparing technical sheets after identifying the type of structure needed by beneficiaries, develop proposals related to contextual changes, and ensure regular, punctual, and qualitative internal reporting of shelter-related activities. The role requires collaboration with the Monitoring & Evaluation team for baseline studies and follow-up evaluations, information collection, documentation of results, and establishing accountability mechanisms. The assistant will also work to develop synergy with other core competencies of NRC to ensure integrated approaches and holistic responses to the needs of beneficiary populations. The position involves field implementation of shelter and settlement projects as delegated in accordance with the action plan, daily monitoring of project execution progress, ensuring compliance with construction standards by local workers, targeting participants with the greatest needs, and evaluating new and better ways to provide assistance. The assistant will closely monitor the performance of workers (carpenters, masons, and other laborers) and coordinate quality assurance of completed works, while collaborating with local authorities and other stakeholders. Community participation in decision-making is essential, ensuring good gender representation and diversity.

Duties and Responsibilities:

Required Qualifications:

• University degree in architecture or civil engineering (Bac+3).
• Minimum of 2 years of experience in designing and constructing infrastructure, works, and shelters.
• In-depth knowledge of the humanitarian context in Ituri province, particularly Bunia and Nizi territory.
• At least 1 year of professional experience in implementing shelter activities in humanitarian/emergency contexts.
• At least 2 years of experience with an NGO, preferably international.
• Previous professional experience in complex and volatile contexts is essential.

The position requires a minimum of 2 years of experience in the design and construction of infrastructure, works, and shelters. Languages:
Fluency in French and Swahili is mandatory. Knowledge of local languages is considered an asset, enhancing communication with the community and stakeholders.
