Job Overview:
The Representative position is a leadership role within UNFPA, responsible for guiding a country office team in the design and implementation of a comprehensive population and development program, with a strong focus on sexual and reproductive health. The Representative will work to establish alliances and partnerships with various stakeholders, including governments, UN agencies, development partners, civil society, and the private sector, to achieve the goals outlined in the 2030 Agenda. This role requires a visionary leader who can navigate complex political environments, leverage multi-stakeholder partnerships, and advocate for the integration of sexual and reproductive health issues into national development agendas. The Representative will be accountable for the effective implementation of the Country Programme, ensuring that the needs of the most vulnerable populations are prioritized and addressed.

Duties and Responsibilities:
The Representative will be responsible for providing strategic direction, planning, and management of UNFPA's operations in the country. Key responsibilities include positioning UNFPA's mandated areas within all UN strategic frameworks, building institutional relationships with government counterparts and other stakeholders, promoting UNFPA's role in national development, and ensuring the integration of sexual and reproductive health issues into broader national agendas. The Representative will manage both international and national staff, fostering a culture of empowerment and professional development. Additionally, the role involves driving resource mobilization efforts, ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security standards, and representing UNFPA in inter-agency discussions. The Representative will also oversee the application of results-based management and quality assurance frameworks, ensuring that the Country Office adheres to UNFPA policies and procedures.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. A minimum of 15 years of progressively responsible professional experience in public administration and international development is required, with at least 8 years in the field of population and development, sexual and reproductive health, or humanitarian work at the international level. Candidates should have a current understanding of population and development issues, proven leadership abilities, and experience in advocacy and policy dialogue. Field experience is essential, particularly in managing complex countries with diverse humanitarian, development, and peace (HDP) profiles.

Educational Background:
An advanced university degree (Master's or equivalent) in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related disciplines is required for this position. This educational background is crucial for understanding the complexities of population dynamics, health systems, and development strategies necessary for effective program implementation.

Experience:
Candidates should have a minimum of 15 years of increasingly responsible professional experience in public administration and international development, with at least 8 years specifically in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Experience in advocacy and policy dialogue, as well as a proven track record in managing complex programs with significant financial and human resource portfolios, is essential. Field experience, particularly in humanitarian settings, is highly desirable, along with an understanding of the sub-regional context, especially in the Horn of Africa.

Languages:
Fluency in English (speaking, writing, reading) is mandatory for this position. Fluency in Arabic is considered desirable, as it may enhance communication with stakeholders and partners in the region.
