Job Overview:
The Senior Technical Advisor for Newborn and Child Health (NCH) will play a pivotal role in the Alcançar project, which is funded by the Foreign Assistance Office of the Department of State of the United States of America. This project, which commenced in April 2019, aims to improve maternal, newborn, and child health in Mozambique. The advisor will be based in the FHI 360 Mozambique Country Office in Maputo and will be expected to travel up to 40% of the time to Nampula and Zambezia provinces. The primary function of this role is to provide technical assistance to the child health team in implementing effective child health activities and to collaborate with the Government of Mozambique's Public Health Department to develop guidelines and reports that enhance access to and quality of health services. The advisor will also represent the Alcançar project in technical working group meetings and contribute to policy development and strategic planning related to newborn and child health, immunization, and nutrition.

Duties and Responsibilities:
The Senior Technical Advisor will be responsible for contributing to the technical direction of the project, ensuring that all interventions are evidence-based and aligned with MISAU protocols and global best practices. Key responsibilities include participating in program meetings and work planning sessions, representing Alcançar in various technical meetings, providing technical support for the implementation of health activities, and contributing to the project's learning agenda. The advisor will identify information gaps and lead efforts to fill these gaps through data analysis and collaborative learning events. Additionally, the advisor will promote sustainability by fostering effective networking and capacity building among project staff and partners, and will contribute to the preparation of annual work plans and progress reports for submission to the Department of State.

Required Qualifications:
Candidates must possess a Master’s degree in public health or health management and have a clinical background, preferably as a medical doctor or a pediatric nurse. A minimum of twelve years of work experience within Mozambique's health system and NGO sector is required. The ideal candidate must be a Mozambican national fluent in both Portuguese and English, with demonstrated skills in building effective relationships with government staff and partners at various levels. A deep understanding of the NCH landscape, immunization, and nutrition programming in Mozambique is essential, along with systems analysis skills related to NCH services. Experience with USG-funded health programs is preferred, as are strong interpersonal and diplomatic skills, as well as proficiency in writing and presenting in both languages.

Educational Background:
The position requires a Master’s degree in public health or health management. Candidates with a clinical background, particularly those who are medical doctors or specialized nurses in newborn and child health, are highly preferred. This educational foundation is crucial for understanding the complexities of health systems and the specific needs of maternal and child health programming.

Experience:
The role demands at least twelve years of relevant work experience, particularly within Mozambique's health system and NGO settings. Candidates should have a proven track record of working in health programs, especially those funded by the U.S. government, and should demonstrate the ability to navigate the complexities of health service delivery in Mozambique.

Languages:
Fluency in Portuguese and English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
