Job Overview:
The Armed Violence Reduction (AVR) Specialist will play a crucial role in implementing HI's mandate in Ukraine, particularly in the context of the ongoing conflict. Reporting to the Technical Head of Program, the AVR Specialist will ensure that all AVR projects comply with national and international standards, maintaining optimal quality and impact. The position involves overseeing multi-sectoral projects that include explosive ordnance risk education (EORE), conflict preparedness and protection (CPP) activities, and victim assistance (VA). The AVR Specialist will also contribute to the overall management and successful functioning of the organization by fostering paradigm shifts and ensuring that the team operates effectively. This role requires a strong commitment to HI's values and a proactive approach to managing and developing team members, ensuring that they are aligned with the organization's mission and objectives.

Duties and Responsibilities:
  • Management of AVR technical officers: The AVR Specialist will embody HI's values as an exemplary manager, translating the organization's strategy into operational objectives for the team. They will encourage innovation, facilitate problem-solving, and ensure compliance with institutional policies.
  • Provide Technical Expertise: The AVR Specialist will lead the development and implementation of the AVR technical strategy for HI Ukraine, providing sectorial technical input and ensuring compliance with humanitarian and technical standards. They will oversee the development of standard operating procedures (SOPs) and provide technical guidance to project managers.
  • Influence & Representation: The AVR Specialist will represent HI in relevant coordination and stakeholder forums, maintaining strong relationships with other organizations and contributing to advocacy efforts.
  • Business Development: The AVR Specialist will identify new opportunities and help develop major projects to expand HI's impact in Ukraine.
  • Emergency Preparedness & Response: The AVR Specialist will contribute to emergency preparedness activities, ensuring that HI's humanitarian efforts are timely and effective.

Required Qualifications:
Candidates must have a solid understanding of International Mine Action Standards (IMAS) and good practices related to at least two of the AVR pillars, including EORE/CPP, VA, land release, or conflict transformation. They should be familiar with relevant international frameworks for AVR and hold a University Degree, with EOD Certification being a plus. Additionally, candidates should possess strong leadership and management skills, with the ability to foster a collaborative and inclusive work environment.

Educational Background:
A University Degree is required for this position, with a preference for candidates who hold EOD Certification. The educational background should be relevant to the fields of humanitarian aid, conflict resolution, or a related discipline, providing a solid foundation for understanding the complexities of armed violence reduction and humanitarian response.

Experience:
Candidates should have at least 5 years of experience in providing technical support and strategic guidance across multiple AVR areas, including EORE/CPP, VA, land release, and conflict transformation. Previous experience in capacity building, mentoring, and designing integrated mine action projects is essential. The ability to multi-task, prioritize, and work effectively under high pressure is also required, along with a commitment to community-driven and participatory approaches.

Languages:
Fluency in English is mandatory, and knowledge of Ukrainian or Russian is highly desirable. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse populations affected by conflict.

This position is an unaccompanied role with a 12-month international contract starting from 1st November 202
  • The contract includes social coverage adapted to the employee's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2757€ gross per month, with additional benefits including a perdiem of 604€ net per month, a hardship allowance of 500€ net per month, 25 paid leave days per year, and a rest and recuperation (R&R) allowance of 5 days every 8 weeks. Housing will be collectively provided by HI, and local packages will be offered to residents.
