Job Overview:
The Human Resources Officer will play a crucial role in supporting the coordination of human resources functions within the IOM office in Uzbekistan. This position involves working under the supervision of the Chief of Mission and the Resource Management Officer, collaborating with various units at Headquarters and Administrative Centres. The successful candidate will be responsible for evaluating staffing needs, coordinating recruitment processes, and ensuring compliance with IOM regulations. The role requires a proactive approach to managing human resources actions, including pre-employment activities, data management in the HR system, and monitoring attendance and leave administration. The officer will also be involved in organizing staff development events and providing guidance to staff regarding their entitlements and responsibilities. This position demands a detail-oriented individual who can handle sensitive information with discretion and maintain a high level of professionalism.

Duties and Responsibilities:
  • Participate in evaluating staffing needs and assist in coordinating recruitment processes, including providing guidance to hiring managers, drafting and posting vacancy notices, screening applications, and conducting interviews.
  • Carry out pre-employment activities such as preparing Entry on Duty documentation, coordinating medical exams, and conducting induction sessions.
  • Maintain data accuracy in the organizational HR system, verify eligibility for allowances, and generate reports related to personnel actions.
  • Monitor attendance and leave administration, respond to inquiries, and guide staff on procedures.
  • Manage a range of HR actions including documentation for separations, promotions, and disciplinary cases, coordinating with relevant offices as necessary.
  • Prepare and submit reports on personnel matters, maintain systematic archiving of HR documents, and ensure compliance with performance evaluation processes.
  • Organize HR events and training activities, assess staff training needs, and maintain updated records.
  • Provide information to staff on entitlements and responsibilities, addressing inquiries and referring sensitive issues as needed.
  • Identify areas for improvement in HR processes and assist in analyzing sensitive cases. 1
  • Participate in inter-agency HR working groups and support the Resources Management Unit in financial and administrative activities. 1
  • Provide guidance and training to new or junior staff members and perform other related duties as assigned.

Required Qualifications:
Candidates must possess a high school diploma with six years of relevant experience, or a bachelor’s degree in human resources, business administration, psychology, or a related field with four years of relevant professional experience. Proficiency in Microsoft Office applications is essential, and experience with SAP is an advantage. Candidates should demonstrate attention to detail, organizational skills, discretion, and a client-oriented approach. Previous work experience with international humanitarian organizations or government institutions in a multicultural setting is preferred.

Educational Background:
A high school diploma is required along with six years of relevant experience, or a bachelor’s degree in a related field such as human resources, business administration, or psychology, accompanied by four years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received their education from recognized institutions.

Experience:
Candidates should have a minimum of four years of relevant professional experience if holding a bachelor’s degree, or six years if holding a high school diploma. Experience should include proficiency in Microsoft Office applications, familiarity with SAP, and prior work experience in international humanitarian organizations or government institutions. The ability to manage paperwork methodically and a willingness to learn new skills are also essential.

Languages:
Fluency in English and Russian is mandatory, both oral and written. A working knowledge of Uzbek is also required. IOM’s official languages include English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Uzbekistan will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, and compliance with government regulations.
