Job Overview:
The SANAD Project Coordinator position is crucial for managing the end-to-end Field Level Agreement (FLA) process for all SANAD activities, which are part of WFP's initiatives in collaboration with the World Bank. This role involves coordinating with technical teams and hubs throughout the FLA process, including budget analysis, supporting the Technical Review Committee (TRC), and ensuring timely payments and invoice reviews. The coordinator will also engage with Cooperating Partners (CPs) to facilitate meetings, document proceedings, and maintain accurate records of all related activities. This position is based in Port Sudan and reports directly to the SANAD Project Coordinator while also having technical reporting lines to the Sudan Cooperating Partner Management team. The successful candidate will play a pivotal role in ensuring that all aspects of the FLA process are executed efficiently and effectively, contributing to the overall success of the SANAD project.

Duties and Responsibilities:
  • Manage the FLA process by leading coordination with country office technical units and Area Offices during all stages of FLA development and execution, including the preparation of Calls for Proposals.
  • Utilize the corporate FLA tracker to manage all World Bank-related FLAs from drafting through approval and implementation.
  • Support the convening and documentation of Technical Review Committee (TRC) meetings, ensuring quality assurance of FLA packages submitted to the Cooperating Partner Committee (CPC).
  • Review FLA budgets for accuracy and consistency with project financial frameworks, preparing standard costs for budget comparisons.
  • Coordinate quarterly funds consumption, funding availability, and Purchase Order (PO) top-ups, including reporting.
  • Ensure that Area Offices submit invoices monthly and that SES entries are completed by the 5th calendar day of each month.
  • Provide input into financial reporting and fund utilization summaries.
  • Ensure FLAs are implemented according to the agreed plan of operations, with monthly reporting on Cooperating Partners’ invoice submissions, SES completion, and payment schedules.
  • Track implementation progress, flagging issues that require escalation, and contribute to performance evaluations and support spot-checks or evaluations as needed. 1
  • Coordinate CP-related meetings, ensuring relevant stakeholders are engaged, and maintain documentation and filing systems for WB-related CP activities. 1
  • Support communication flow between CP management units, technical units, and Area Offices on FLA matters, ensuring all information is saved appropriately.

Required Qualifications:
Candidates must have completed secondary school education or possess a post-secondary certificate in a related functional area, along with additional years of relevant work experience and/or training courses. A strong understanding of WFP’s 2018 NGO guidance, partnership principles, and modalities is essential, as well as familiarity with WFP’s corporate planning processes, including Country Strategic Plans and Budget Revisions. Candidates should also demonstrate excellent project and contract management skills, with the ability to run reports in WINGS and DOTS, and possess strong written and oral communication skills. A client-focused approach and the ability to build strong relationships to improve processes are also critical.

Educational Background:
The educational requirement for this position includes the completion of secondary school education or a post-secondary certificate in a relevant functional area. Additional training or coursework in project management, financial management, or related fields is highly desirable, as it will enhance the candidate's ability to perform the duties associated with the role effectively.

Experience:
Candidates should have 3-5 years of direct experience managing Cooperating Partners and Field Level Agreements, including experience with FLA budgets, Purchase Orders, invoicing, and funds management in various operational contexts. A strong understanding of WFP’s corporate planning processes and familiarity with technical tools used for CP management and reporting is also required.

Languages:
Proficiency in English is mandatory for this position, while knowledge of Arabic is highly desirable. This bilingual capability will enhance communication with local stakeholders and facilitate better engagement with Cooperating Partners.
