Job Overview:
The Regional Risk and Compliance Officer will operate under the direct supervision of the Deputy Regional Director for Management and overall supervision of the Regional Director. This role is crucial for providing advice and support in implementing institutional policies related to risk identification, management, and treatment across Country Offices in the region. The officer will be responsible for integrating risk management into operations and programs, ensuring that risks are assessed and managed effectively. This position requires collaboration with various stakeholders, including Chiefs of Mission and Heads of Office, to monitor and strengthen assessments of reputational, fiduciary, and other types of risks. The officer will also be tasked with advising on compliance frameworks and enhancing operational oversight, thereby playing a pivotal role in strategic planning and decision-making processes at both regional and country levels.

Duties and Responsibilities:
  • Ensure and strengthen the integration of risk management with other oversight and control processes, including compliance, internal controls, and due diligence at the regional level.
  • Lead efforts to integrate risk management into decision-making processes at the Regional Office and Country Offices, ensuring that key risks are identified, evaluated, and treated effectively.
  • Advise on Institutional Compliance Frameworks to enhance operational and management oversight.
  • Monitor assessments of reputational, fiduciary, and other risks as part of strategic planning and decision-making.
  • Provide guidance to management on actions to enforce accountabilities and compliance for robust governance frameworks.
  • Support fraud risk assessments and develop treatment plans for identified risks.
  • Maintain a Risk Register at the Regional Office level and ensure that Country Offices manage risks appropriately.
  • Report on key risks to the Institutional Risk Division in Headquarters, ensuring effective communication of risk-related information.
  • Trigger early warning alerts for prevalent risks and activate preventive or remedial actions as necessary. 1
  • Ensure oversight and support from Regional Thematic Units on risk management at the project level. 1
  • Assist smaller Country Offices in drafting risk treatment plans. 1
  • Monitor the effectiveness of internal controls and engage in sharing lessons learned for continuous improvement. 1
  • Conduct due diligence in high-risk settings as required. 1
  • Manage delegated authorities in alignment with accountabilities and risk assessments. 1
  • Track implementation of oversight recommendations and link them to annual planning and reporting. 1
  • Oversee the Governance, Risk, and Compliance module of the ERP for Country Office activities. 1
  • Perform any other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Risk Management, Corporate Governance, Business Administration, or a related field from an accredited institution, along with at least seven years of relevant professional experience. Alternatively, a University degree in the same fields with at least nine years of relevant experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should demonstrate experience in risk management, crisis management, or corporate governance, preferably in non-OECD countries related to humanitarian and development programs. Experience in international organizations, including the United Nations, is highly advantageous, as is experience in capacity building or change management initiatives.

Educational Background:
The educational requirements for this position include a Master’s degree in a relevant field such as Risk Management, Corporate Governance, or Business Administration from an accredited academic institution. Candidates with a University degree in these fields may also qualify if they have a minimum of nine years of relevant professional experience. It is essential that the educational background is from institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have received a quality education that meets international standards.

Experience:
The position requires a demonstrated level of experience in risk management, risk mitigation, crisis management, or corporate governance. Candidates should have experience working in non-OECD countries, particularly in contexts related to humanitarian and development programs. Experience in international, inter-governmental, or non-governmental organizations, including the United Nations, is highly advantageous. Additionally, candidates should have experience in designing and implementing capacity-building or change management initiatives, which will be beneficial in fulfilling the responsibilities of this role.

Languages:
Fluency in English and French is required for this position, both oral and written. IOM's official languages include English, French, and Spanish, and all staff members must be fluent in one of these languages. The proficiency in required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the communication standards necessary for the role.

Additional Notes:
The contract for this position is fixed-term for one year, with the possibility of extension based on performance and funding availability. The role is classified at the P-4 grade level, indicating a professional level of responsibility. The recruitment is open to international candidates, and the selection process may be used to fill similar positions in various duty stations. Candidates must be mobile and willing to relocate as necessary.
