Job Overview:
The position of VBSS Instructor - Maritime Law Enforcement International Consultant involves developing and delivering training programs focused on Visit, Board, Search, and Seizure (VBSS) procedures for law enforcement officers in the Gulf of Guinea region. The consultant will work closely with the UNODC GMCP Regional Programme Coordinator and national maritime authorities to enhance the capacity of law enforcement agencies in combating maritime crime, including piracy and drug trafficking. The role requires the creation of tailored training curricula, conducting practical exercises, and mentoring local instructors to ensure sustainability and local ownership of the training initiatives. The consultant will also be responsible for assessing participants' skills and providing detailed reports on training outcomes, thereby contributing to the overall improvement of maritime law enforcement capabilities in the region.

Duties and Responsibilities:
The consultant will undertake a variety of duties and responsibilities, including:
  • Developing and updating VBSS training curricula and lesson plans that are specifically tailored to the operational contexts of Gulf of Guinea states.
  • Preparing and delivering both theoretical and practical modules on VBSS procedures, which encompass approach techniques, boarding methods, search techniques, arrest procedures, and evidence handling protocols.
  • Conducting simulated boarding exercises using available facilities, such as the Ship-in-a-Box simulator, while ensuring compliance with international safety standards.
  • Mentoring and coaching national instructors through train-the-trainer sessions to foster local ownership and ensure the sustainability of the training programs.
  • Assessing participants' skills and knowledge through practical and written evaluations, providing constructive feedback and recommendations for follow-up training.
  • Producing detailed post-training reports that include an analysis of participant performance, lessons learned, and recommendations for improvement.
  • Supporting coordination with national maritime agencies, navies, coast guards, and project partners to facilitate the planning and logistics of training delivery.

Required Qualifications:
The position requires an advanced university degree (Master's degree or equivalent) in law, criminology, police administration, or a related field, with a focus on international maritime affairs, international security policy, or criminal justice. Alternatively, a first-level university degree in similar fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree. The candidate must possess strong analytical and communication skills, as well as the ability to work collaboratively with diverse stakeholders.

Educational Background:
Candidates must have an advanced university degree (Master's degree or equivalent) in relevant fields such as law, criminology, police administration, or a similar discipline. This educational background should emphasize international maritime affairs, international security policy, or criminal justice. A first-level university degree in similar fields, along with two additional years of qualifying experience, may also be considered acceptable in lieu of the advanced degree.

Experience:
The position requires significant experience in maritime law enforcement, training, or related fields. Candidates should have a proven track record of developing and delivering training programs, particularly in the context of maritime security and law enforcement. Experience working with international organizations or governmental agencies in a similar capacity is highly desirable. The consultant should also have experience in mentoring and coaching others, as well as a strong understanding of the challenges faced by law enforcement agencies in combating maritime crime.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is also necessary, given its status as another working language of the UN. Additionally, proficiency in another official United Nations language would be considered an advantage, enhancing the candidate's ability to communicate effectively in a multilingual environment.
