Job Overview:
The Administrative and Logistical Support Contractor will play a crucial role in supporting the Investment Promotion Department (IPD) in the effective implementation of the LIFT 4 Laos initiative. This position requires a proactive individual who can manage logistical and administrative tasks efficiently. The contractor will be responsible for coordinating daily activities, maintaining schedules, and ensuring that all operational aspects of the project are executed smoothly. The role involves liaising with various stakeholders, including provincial authorities, line ministries, and international partners, to facilitate effective communication and collaboration. The contractor will also assist in organizing meetings, workshops, and events, ensuring that all logistical arrangements are in place and that documentation is accurate and comprehensive. The contractor's performance will be evaluated based on timely delivery of outputs, quality of documentation, and effectiveness in coordination among stakeholders.

Duties and Responsibilities:
The contractor will have a wide range of responsibilities, including:
  • Coordinating and tracking the daily implementation of the LIFT 4 Laos workplan, ensuring that all activities are documented and scheduled appropriately.
  • Serving as a liaison for logistical coordination between IPD, provincial authorities, line ministries, ESCAP, and DFAT.
  • Assisting in organizing and documenting internal and external meetings, workshops, and missions, including preparing agendas, minutes, and logistical arrangements.
  • Supporting the planning and delivery of in-country events and international study tours, including venue arrangements, travel logistics, and preparation of meeting kits.
  • Maintaining an organized archive of project documentation and ensuring that all records are up to date for reporting and audit purposes.
  • Supporting the preparation and submission of administrative inputs for progress reports, including logistics-related reporting inputs.
  • Assisting with procurement, vendor coordination, and follow-up on payments and contracts as required.
  • Providing basic translation support (Lao-English) for logistical materials and correspondence as needed.
  • Ensuring all logistical arrangements align with ESCAP and DFAT quality, branding, and operational guidelines. 1
  • Acting as the on-site focal point for day-to-day coordination with ESCAP and DFAT, assisting in organizing meetings and missions, and supporting the timely delivery of project outputs.

Required Qualifications:
Candidates must possess a Master's degree in economics, administration, business, international development, or a related field. A Bachelor's degree may be acceptable if the candidate has at least five years of relevant experience in the required and desired areas. Candidates should have experience providing logistical and administrative support to government agencies or development projects, particularly in investment promotion or economic development. Strong coordination, organizational, and communication skills are essential, along with the ability to support multi-stakeholder processes and liaise effectively with government counterparts. Proven experience in managing logistics for meetings, workshops, and travel is required, as well as experience maintaining administrative records and supporting procurement processes.

Educational Background:
A Master's degree in a relevant field such as economics, administration, business, or international development is desirable. A Bachelor's degree will be accepted if the candidate has significant relevant experience. The educational background should demonstrate a solid understanding of the principles of administration and logistical support in a development context.

Experience:
Candidates should have at least five years of relevant experience in providing logistical and administrative support, particularly in the context of government agencies or development projects. Experience in investment promotion or economic development is highly desirable. The candidate should have a proven track record of managing logistics for meetings, workshops, and travel, as well as maintaining administrative records and ensuring compliance with donor or UN administrative procedures.

Languages:
Professional fluency in both English and Lao is mandatory. Candidates should be able to communicate effectively in both languages, including the ability to provide translation support for logistical materials and correspondence as needed. Strong oral and written communication skills in both languages are essential for this role.

Additional Notes:
The contract duration is from October 1, 2025, to March 31, 2026, with a total remuneration of USD 3,600 for the activities outlined in the Terms of Reference (ToR). Payments will be made in installments upon satisfactory delivery and acceptance of specified outputs. The contractor will be expected to work in Bangkok or remotely, with the possibility of extension based on performance and project needs. The selected candidate must hold a Laotian passport and demonstrate strong proficiency in both Lao and English.
