Job Overview:
The Program Officer will play a crucial role in supporting the EpiC Bangladesh project, which is a global initiative funded by the US Government and the US President’s Emergency Plan for AIDS Relief (PEPFAR). This project aims to achieve HIV epidemic control among at-risk populations, strengthen global health security, improve maternal and child health, address malaria, and promote health systems strengthening. The Program Officer will provide comprehensive support across technical, administrative, and operational components of the project. Reporting to the Deputy Project Director, the Program Officer will assist in coordinating and implementing program activities, managing partnerships, reporting, and maintaining project documentation. This position is vital for ensuring the smooth execution of activities, financial accountability, and effective collaboration with various stakeholders.

Duties and Responsibilities:
The Program Officer's responsibilities include assisting in the planning, organizing, and implementation of program activities across various technical areas such as Global Health Security (GHS), Maternal and Child Health (MCH), Nutrition, Risk Communication and Community Engagement, and Health Systems Strengthening. The officer will support the organization and facilitation of workshops, trainings, coordination meetings, and stakeholder engagement sessions at both national and sub-national levels. They will coordinate with implementing partners and stakeholders to monitor progress, identify issues, and ensure timely implementation of project deliverables. Additionally, the Program Officer will track program timelines, milestones, and deliverables, and support the Deputy Project Director with follow-up and reporting. They will maintain organized records of program activities, prepare regular program reports, briefs, concept notes, and success stories, and ensure accurate documentation of key decisions and outputs for internal knowledge management. Furthermore, the officer will engage with government counterparts, development partners, community-based organizations, and other stakeholders, assisting in organizing participatory events and forums to strengthen collaboration and alignment with project objectives.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Public Administration, Business Administration, Finance, Public Health, Development Studies, or a related field, with a Master’s degree preferred. A minimum of 4-5 years of relevant work experience in project management, finance, or administrative support in donor-funded development programs is required. Familiarity with USAID financial and programmatic regulations is strongly preferred. Candidates should demonstrate experience in event coordination, financial reporting, and partner liaison, along with strong skills in documentation, communication, and record-keeping. Proficiency in Microsoft Office (Word, Excel, PowerPoint) and accounting tools or ERP systems is essential, as well as strong written and verbal communication skills in both Bangla and English.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Public Administration, Business Administration, Finance, Public Health, Development Studies, or similar disciplines. A Master’s degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in public health and development projects.

Experience:
The position requires a minimum of 4-5 years of relevant work experience, particularly in project management, finance, or administrative support within donor-funded development programs. Candidates should have a proven track record of managing projects effectively, demonstrating familiarity with financial and programmatic regulations, and showcasing their ability to coordinate events and liaise with partners.

Languages:
Proficiency in Bangla and English is mandatory for this position, as strong written and verbal communication skills in both languages are essential for effective stakeholder engagement and documentation. Additional language skills may be considered an asset but are not required.
