Job Overview:
The Communication Consultant will play a pivotal role in supporting the General Inspectorate for Migration (GIM) in developing and implementing a comprehensive communication strategy. This position involves researching and proposing user-friendly models for the GIM website, ensuring that it aligns with e-governance principles and national legislation. The consultant will be responsible for redesigning the website, uploading editorial content, and ensuring that information is accessible in Romanian, English, and Russian. Additionally, the consultant will work to enhance GIM's public image, organize information campaigns, and build the communication capacity of GIM staff through training sessions. The role requires a proactive approach to improving communication strategies, particularly in crisis contexts, and ensuring that GIM's services are accessible to all, including individuals with disabilities. The consultant will also conduct surveys to assess the usability of the website and implement necessary improvements, while promoting the integration of foreigners into local communities and fostering cultural diversity.

Duties and Responsibilities:
  • Support the development and implementation of GIM's communication strategy and related activities.
  • Research and propose user-friendly models for the GIM website, ensuring compliance with e-governance principles.
  • Redesign and adjust the website, including uploading editorial content.
  • Ensure that website information is available in Romanian, English, and Russian.
  • Improve GIM's public image by enhancing understanding of its activities among beneficiaries and the target audience.
  • Plan and organize GIM information campaigns and media events.
  • Build communication capacity of GIM staff through training sessions.
  • Ensure website and media content is accessible to individuals with disabilities.
  • Conduct surveys among users of GIM services to assess website accessibility and ease of use. 1
  • Produce and distribute media products in various formats, including press releases and success stories. 1
  • Promote the benefits of accepting and integrating foreigners into local communities. 1
  • Coordinate draft documents with GIM to ensure alignment with institutional input. 1
  • Strengthen relationships with media representatives. 1
  • Prepare and submit reports on activities as necessary.

Required Qualifications:
  • Higher degree (Bachelor or Master) in Media, Communication, or a related field from an accredited institution.
  • Strong communication skills and professional experience in the field.
  • At least 3 years of experience in communication or public relations.
  • Experience in maintaining and updating websites.
  • Proficiency in using social media for communication purposes.
  • Previous work experience with the General Inspectorate for Migration is considered a strong asset.
  • Excellent analytical and reporting skills for clear and concise information dissemination.
  • Ability to collaborate effectively with national institutions and stakeholders.

Educational Background:
Candidates must possess a higher degree, either a Bachelor or Master’s degree, in Media, Communication, or a related field from an accredited academic institution. This educational background should be complemented by relevant communication skills and professional experience that align with the responsibilities of the position.

Experience:
The position requires a strong background with a minimum of 3 years of experience in communication or public relations. Candidates should have demonstrated experience in maintaining and updating websites, as well as professional experience in utilizing social media platforms effectively. Previous work experience with the General Inspectorate for Migration (or its predecessor, the Bureau for Migration and Asylum) is considered a significant advantage. The ideal candidate will possess excellent analytical skills, enabling them to provide clear and concise reporting, along with the ability to collaborate effectively with various national institutions and stakeholders.

Languages:
Fluency in Romanian, English, and Russian, both written and verbal, is required for this position. This multilingual capability is essential for effective communication with diverse stakeholders and for ensuring that information is accessible to all beneficiaries of GIM's services.

Additional Notes:
The consultancy position is expected to require approximately 40 work hours per week, with the place of work being the premises of the General Inspectorate for Migration in Chisinau, Republic of Moldova. Remote work may be permitted for certain activities with prior consent from GIM. Payment will be made on a monthly basis upon submission and approval of activity reports and timetables. The consultant must adhere to IOM's Data Protection Principles and maintain confidentiality throughout their work. Additionally, any offer made to the candidate is subject to funding confirmation, and the appointment will require certification of medical fitness, verification of residency, visa, and necessary authorizations. IOM provides coverage against occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational issues. Candidates are responsible for their own medical insurance and must provide proof of coverage before commencing work.
