Job Overview:
The Procurement Officer will be responsible for the day-to-day implementation of procurement functions for the NRC Area North office in Maiduguri, Borno State. This role involves managing the procurement process effectively while ensuring compliance with NRC regulations and donor guidelines. The officer will prepare procurement documents, participate in procurement planning, and ensure timely requisitions to support program continuity. The position requires a proactive approach to identifying reliable suppliers and service providers, conducting market surveys, and maintaining a vendor database. The Procurement Officer will also prepare Request for Quotations (RFQs), Invitation to Tender Bids (ITBs), and other procurement-related documents, ensuring that all procurement activities align with NRC logistics policies.

Duties and Responsibilities:
The Procurement Officer's duties include:
  • Managing the procurement process effectively, ensuring adherence to NRC and country regulations.
  • Preparing procurement documents in line with NRC procedures.
  • Participating in procurement planning and ensuring timely requisitions from program sections.
  • Conducting market surveys and maintaining a vendor database.
  • Identifying suitable suppliers and service providers while protecting NRC's interests regarding pricing, quality, and delivery timelines.
  • Preparing RFQs, ITBs, and other procurement documents.
  • Documenting bids committee meetings and ensuring proper recording of minutes.
  • Preparing Local Purchase Orders and drafting contracts as necessary, ensuring approval from budget holders.
  • Regularly updating the procurement tracker and submitting it to all departments on time. 1
  • Submitting invoices and relevant procurement documents to finance as per the procurement checklist. 1
  • Training and supervising the procurement assistant. 1
  • Following up with suppliers and organizing the delivery of materials.

Required Qualifications:
Candidates must possess experience working as a Logistics Officer in a humanitarian or recovery context, with documented results related to the responsibilities of the position. Strong communication skills in English and good negotiation skills are essential. Compliance with NRC and donor policies, procedures, and systems related to logistics is also required.

Educational Background:
The position requires a relevant educational background in logistics, procurement, or a related field. Specific educational qualifications may vary, but a degree or equivalent experience in a relevant area is typically expected.

Experience:
Candidates should have prior experience working in complex and volatile contexts, particularly in humanitarian settings. Experience in procurement processes and logistics management is crucial for this role.

Languages:
Fluency in English is mandatory for this position. Additional language skills may be considered an advantage, particularly in local languages relevant to the operational area.

Additional Notes:
This position is open to Nigerian nationals only and is a full-time role with a contract duration of 12 months. The position is graded at Grade 5 in NRC's grading structure, and the reporting line is to the Logistics Coordinator.
